The Program Specialist position is assigned to the Quality Management Service under the Office of the Director at the Orlando VA Medical Center. Quality Management is accountable for organizational accreditation by multiple regulatory agencies, patient safety prevention and reporting, risk management, the peer review process and reporting, infection prevention and control, credentialing and privileging.
Duties
Include but are not limited to:
Responsible for building a database structure to capture data elements required by the Quality Management service for evaluation and analysis of facility processes, as well as devising new analytical techniques to evaluate findings.
Maintains Veterans Health Administration (VHA) Quality Management databases, including Utilization Management, Patient Safety Incident Reporting, Risk Management, and Performance Measures.
Develops and provides system-wide data reviews and reports in conjunction with and in support of the various committees and work groups.
Serves as the primary source for development, management, and analysis of data for Quality Management Service leadership, including development of proposals for process improvement.
Researches and/or analyzes problems, issues, or program requirements with limited supervisory guidance.
Independently researches problems which span the healthcare system and develops relationships with respective stakeholders, subject matter experts and managers in order to develop data analytic solutions to improve patient care and healthcare operations.
Researches and extracts information from VA National reports and program offices.
Improving healthcare, including Strategic Analytics for Information and Learning (SAIL), Inpatient
Evaluation Center (IPEC) tools, and others.
Collects and utilize data from VistA, Fileman Reports, and Patient Safety Reporting database, ProClarity, Computerized Patient Record System (CPRS), and EPRP files to design Structured Query Language (SQL) or other metadata architecture.
Collaborates with other departments to ensure data architecture conforms to regulatory requirements.
Applying quantitative and qualitative techniques to analyze data.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/27/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-09 position you must have served 52 weeks at the GS-07.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Preferred Experience: Use of computers to create and capture data; Produce and maintain a wide variety of documents using computer spreadsheets, database computer applications, and data organizational tools; Provide technical guidance and assistance with clinic establishment requests; Experience with DMS/SMESS and Power BI preferred.
Minimum Qualification Requirement:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Develops and manages both standard and adhoc reports using clinician requirements and system capabilities to drive outcomes. Develops, analyzes, evaluates, advises, and improves the effectiveness of work methods and procedures, organizations, information and documentation systems. Researches, learns and applies qualitative and quantitative methods to identify, assess analyze and improve team effectiveness, efficiency and work products as related to quality management and performance improvement. Develops and provides system-wide data reviews and reports in conjunction with and in support of the various committees and work groups. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related to position. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an appropriate combination of specialized experience and education.

Physical Requirements: Physical demands involve walking, standing, bending and prolonged periods of sitting. The work is
mostly sedentary; however, it occasionally requires carrying files, paper and supplies.
