The primary purpose of this position is: Serves as a senior staff officer for the development of Secretary of the Air Force Modeling and Simulation (M&S) policy, regulations, directives, and procedures for the Department of the Air Force.
Duties
Develops original and updates to DAF level publications regarding M&S policy, regulations, directives, and procedures.
Advises organizations across the DAF in implementing DAF M&S publications. Collaborate with, support, and advise DAF M&S governance representatives in development of understanding, positions, plans, and assessments of DAF M&S publications.
Represents SAF/SA with a variety of internal and external organizations. Establishes, develops, and maintains effective working relationships with SES/GOs in OSD, Joint, DAF, NAF MAJCOM, FLDCOM, COCOMs, foreign partners, and Congressional staffs as the lead to the SecAF, CSAF, CSO, SAF/SA Director, and DAF CMSO Executive on DAF M&S publication equities.
Implement and operate a M&S certification mechanism to ensure compliance with M&S policy.

- A professional engineering, scientific, or analytic degree at the bachelor’s level from an ABET accredited institution is highly desired.
- Prior experience developing M/S publications in the DoD is highly desired.
- Work will require short periods of TDY within and outside of the continental United States.
- Telework may be authorized.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13 or equivalent in other pay systems. Examples of specialized experience include expert knowledge of analytical and evaluative methods for determining the effectiveness of various courses of action pertaining to strategic Sec AF's M&S plans. Expert knowledge of the problem-solving techniques of the field and legal framework surrounding issues; a high level of skill in interpreting laws, policies, and concepts within the program area, where accepted methods and principles are questioned or challenged; and resolving broad and difficult issues. Comprehensive knowledge of a variety of qualitative and quantitative methods for the assessment and improvement of program effectiveness. Extensive knowledge and skills in analyzing and resolving conflicts in policy and program objectives and/or problems in very complex or controversial transactions involving complex negotiations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a broad range of modeling and simulation tools, methods, and techniques.
2. Knowledge of quantitative techniques and methods used to develop, adapt, modify, and apply models to resolve problems or define, clarify alternative, and optimize solutions.
3. Ability to participate in study teams; originate new ideas, projects, and methodologies; and execute projects and/or studies within established financial and/or time constraints.
4. Ability to recognize and use correct English grammar, punctuation, and spelling; communicate complicated information in writing in a succinct and organized manner; and produce written information, including technical material, which is appropriate for the intended audience.
5. Ability to effectively and succinctly communicate verbally with senior DoD, foreign partner, and industry leaders while presenting formal and informal briefings to persuade others to accept recommendations, work towards agreement, and negotiate mutually acceptable solutions
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
