Duties
Identification, integration, and tracking of Joint Capability and Integration Development System (JCIDS) processes between the CFT and HQDA, Army Capability Integration Center (ARCIC) and Joint and Army capability development agencies.
Overseeing the development/preparation of organizational documentation (e.g. TOE) and design (TAA), Initial Capabilities Documents (ICD), Capabilities Development Documents (CDD), and DOTMLPF Change Recommendations (DCR).
Formulating long-range strategic plans, goals, policies and objectives for the Cross Functional Teams (CFT).
Supervising personnel and responsible for the execution of administrative and personnel management responsibilities related to the accomplishment of the mission assigned.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
- The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315
- A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position has a Temporary Duty (TDY) or business travel requirement of 30% of the time.
- This position requires you to obtain and maintain Requirement Management Level A/B/C Certification.
- This position requires you to obtain and/or maintain Defense Acquisition University requirements.
- THIS IS A TERM POSITION NOT TO EXCEED 2 YEARS. THIS APPOINTMENT MAY BE EXTENDED IN INCREMENTS OF 2 YEARS TO A MAXIMUM OF 8 YEARS. EXTENSIONS ARE NOT GUARANTEED AND ARE CONTINGENT UPON BUDGET AND WORKLOAD.

Specialized Experience: One year of specialized experience which includes 1) Identifying, integrating, and tracking of Joint Capability and Integration Development System (JCIDS) processes; 2) Overseeing and assisting with the preparation of technical reports, and presentations/briefings, designed to inform executive decision-makers of the results of analytical efforts and experiments; 3) Coordinating force developments to ensure delivery of doctrine, organization, training, materiel, leader development, personnel, facilities and policy (DOTMLPF-P) solutions to provide the full range of maneuver support capabilities to the generating and operational force; and, 4) Providing personnel supervision to include planning, programming, directing, coordinating, and evaluating the work of subordinates. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
