Duties

This Intelligence Operations Specialist (Cyber Analysis) position is located within the Transportation Analysis Division (TAD), Intelligence and Analysis (I&A), Operations Support (OS), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to: Monitors, researches, reports, and initiates products and briefings on multiple, varying, complex, specialized assignments related to cyber threats and/or risks to transportation for TSA operational components and private industry stakeholders. Basic Skill in writing cyber intelligence assessments, reports, and products from multiple sources. Conducts analysis for the development of timely and accurate responses to cyber priority intelligence requirements, the Intelligence and Analysis (I&A) plan of analysis, and emerging customer requirements. Identifies trends, patterns, and linkages, draws conclusions, estimates probabilities based on current and past cyber intelligence/information and cyber events, and applies experience and knowledge to plan and accomplish assignments. Researches and drafts cyber intelligence reports, products, memorandums, and briefings on cyber adversary tactics, threats and/or risks to the transportation sector both in the U.S. and worldwide. Performs peer-level review of reports/products to ensure quality, clarity, and accuracy. Reviews cyber intelligence, open source, and operational reports and information regarding significant cyber network events, attacks, intrusions, and activities that may impact transportation, critical infrastructure and/or organization objectives, resources, or capabilities. The major duties described above reflect the full performance level of this position. Typically, the lower pay band (G Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

Qualifications

To qualify for the SV-G Pay Band (equivalent to GS-5/7/9), applicants must meet one of the qualification requirements (A, B, OR C) outlined below. A. Experience: For those qualifying using experience, your application must clearly outline three (3) years of progressively responsible general experience, one year of which was equivalent to at least GS-4 in the Federal service or equivalent experience in the private sector. Such experience will demonstrate the ability to: Research and gather data, validate information and sources; and Analyze data and information and develop conclusions; and Communicate effectively orally and in writing. OR B. Education: A 4-year course of study leading to a bachelor's degree or higher-level degree in any field from an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position (Intelligence); OR C. Combining of Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements, and may be computed by first determining the total qualifying experience as a percentage of the experience required for the position; then determining the education as a percentage of the education required for the position; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for the position. To qualify for the SV-H Pay Band (equivalent to GS-11/12), you must meet one of the qualification requirements (A, B, OR C) outlined below: A. Experience: 1 year of specialized experience equivalent to at least the SV-G pay band or the GS-9 grade level. Specialized experience MUST include all the following: Writing cyber intelligence, assessment reports and products from multiple sources; and Providing information, reports, and assessments about cyber incidents and threat reporting to identify trends, patterns, linkages, drawing conclusions, and estimating probabilities based on current and past cyber intelligence/information and cyber events; and Using raw and finished cyber intelligence to draft and/or review timely cyber intelligence reports, products, memorandums, and briefing slides relating to cyber adversary tactics, threats and/or risks to the transportation sector both in the U.S. and worldwide. OR B. Education: Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related. OR C. Combining of Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
