Duties
This Supervisory Intelligence Operations Specialist position is located in Operations Support (OS), Intelligence and Analysis (I&A), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
Manages Transportation Threat Intelligence and Information sharing using knowledge and expertise of the intelligence community and transportation sector processes, procedures, information sharing tools and dissemination capabilities to enhance domain awareness in support of agency and stakeholder/industry missions.
Plans, organizes, and directs the activities of the Branch charged with Oversight of policy, intelligence, privacy training, budget and resources and performance metrics related to intelligence information sharing using expert technical knowledge and experience related to transportation, homeland and/or national security in support of TSA Intelligence and Analysis mission portfolios spanning intelligence and vetting operations and functions.
Applies knowledge of intelligence processes used for collection, requirements, analysis, evaluation, interpretation, and dissemination of information to develop strategies to improve internal and external policies, procedures and best practices.
Collaborates and coordinates across office(s), other government and industry security partners, to ensure effective mission accomplishment in areas of joint interest regarding threats and impacts to the transportation sector and supporting infrastructure.
Works with the US Intelligence Community, private sector, other government, law enforcement and industry partners as it relates to transportation security and safety to share information regarding threats, terrorist and other adversary tactics, countermeasures, and industry best practices.
Coordinates plans and partners with other organizations as appropriate. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules. Balances workload and provides advice, guidance, and direction on a wide range of administrative issues. Establishes metrics and analysis systems to ensure actions are timely and reviewed at critical points.
Serves as a primary point of contact across the agency and representative for the Threat Intelligence Sharing Branch to intelligence community agencies and specifically to Office of the Director of National Intelligence (ODNI), government intelligence organizations, and transportation industry stakeholder security representatives.
Supervisory/Managerial Probationary Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position.
Supervisory and Program Specific Duties include: Exercises a full range of supervisory and personnel management authorities and responsibilities in directing the work of subordinate staff. Coordinates and evaluates subordinates' work to assure balanced workload and timely responses to assigned actions. Gives advice, counsel, or instruction to employees on both work and administrative matters. Develops job descriptions and assigns work to subordinates based on priorities. Determines selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Hears and resolves complaints from assigned personnel and refers unresolved matters to higher authority. Takes disciplinary action when necessary. Interviews and selects applicants for vacancies. Establishes performance standards, evaluates performance, recommends training and development, and recognizes high quality performance. Schedules and approves leave. Promotes compliance and ensures that all employees are treated in a fair and equitable manner and fosters an organization representative of diversity and promotes opportunities for employees to influence their work environment with a focus on continual improvements.
Qualifications
To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience at the SV-J or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position.
Such Specialized Experience is defined as a minimum of one year at SV-J or GS-14 equivalent demonstrated in the resume for the following:
Making recommendations to Senior Executives and Senior Management, and offers guidance in the development of intelligence requirements, intelligence program of analysis, and intelligence production and dissemination plans particularly as it relates to intelligence information sharing with stakeholders and coordination of such information sharing for the organization; AND
Collaborate and closely coordinate with intelligence, industry and other agency security and law enforcement community partners to ensure comprehensive understanding, informed analysis, planning, reporting and information sharing related to threats affecting the transportation sector or critical infrastructure, at the senior executive and senior management officials level and as a supervisor directing such actions; AND
Expert knowledge and experience of transportation, homeland and/or national security related mission functions and operations leading key security initiatives to apply broad intelligence and security policies, processes, and concepts in order to collaborate and communicate information with and to stakeholders and senior leadership; AND
Directing mission-essential programs to include short- and long-range programs addressing a broad range of Agency needs and interests to include coordination, briefings and intelligence information sharing with internal and external operational and other senior stakeholders, such as stakeholders at the agency, department level, and/or to congressional staff and members and national security council, or to other government, industry and field security partners; AND
Experience managing, planning, analyzing and evaluating the effectiveness of current and future transportation, homeland or national classified and sensitive information sharing security functions, policies and procedures.
