About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the National Ground Intelligence Center, GEOSPATIAL Intelligence Battalion, Springfield, VA 22150.
Duties
Serves as Division Chief and Department of Army expert in development, evaluation, and operation of National System for Geospatial-Intelligence (NSG) collection, exploitation and dissemination.
Using broad guidelines established by the Battalion Commander develops the concepts, technologies, and implementation plans necessary to enhance GEOINT support to the Army.
Directs Branch chiefs’ work assignments and projects, ensuring alignment with dynamic, evolving priorities.
For the Battalion, provides funding and personnel accession, implementation and execution plans to acquire both personnel and equipment required to ensure mission accomplishment.
Develops specific policies, procedures, and program submissions to meet the unit’s mission responsibilities for the funding and execution of imagery-related programs.
Maintains currency in advanced technologies sufficient to ensure Battalion preparedness in equipment acquisition where required, personnel staffing and training.
Plans, revises and executes Division manning and staffing documentation in coordination with the Battalion Executive Officer to support GEOINT exploitation and dissemination in peace, crisis, and war.
Implements broad general guidelines and directs specialized technical aspects of GEOINT collection, exploitation and dissemination to ensure Division mission satisfaction..
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.

One year of specialized experience equivalent to at least the GG/GS-14 grade level in the Federal service which includes experience performing a variety of duties planning, directing, leading, coaching or mentoring others, controlling, reviewing and evaluating the work of an organization responsible for the production of finished intelligence on the military capabilities of foreign ground forces.
Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
