This position is part of the National Archives and Records Administration. The incumbent provides Project and Contract management expertise and leadership on assigned projects and contracts, reports status of projects and contracts to all stakeholders, assists and advises program offices, and plans, executes, monitors, and oversees IT projects that are of critical importance in achieving NARA's strategic objectives.
Duties
As an IT SPECIALIST (PLCYPLN), you will:
Plan and/or provide expertise for IT projects and contracts including advanced software development projects essential to meeting the strategic objectives of NARA's IT program.
Manage the development of multiple IT systems from concept development through requirements definition, system development, implementation, and transition to operations either with the support of NARA staff or contractors.
Be responsible for performing planning, management and oversight of procurement efforts and contract functions, and on issues related to the IT acquisition process and OMB requirements for Major IT Investments.
Develop the acquisition strategy and plan, execute, monitor and control the integration, scope, schedule, cost, performance, quality, communications, and risks for NARA IT projects
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position may include the following:
Applying IT Principles, concepts, methods, standards, and practices to provide guidance, technical advice, and/or recommendations to management on information technology policies and procedures;
AND
Managing and monitoring multiple projects simultaneously, such as procurements management, capital planning processes, electronic records preservation systems, project audit and risk management, and technology programs and portfolio management;
AND
Experience conducting training or maintaining documentation of certifications across an organization.
In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below.

3. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15, you must have been at the GS-14level for 52 weeks.
