This position is part of the National Archives and Records Administration.The primary purpose of this position is to direct the work of subordinate organizations and to provide technical guidance and supervisory oversight for a staff performing work that involves administering, developing, and supporting information technology (IT) systems and services and for which the paramount requirement is knowledge of IT principles, concepts, and methods.
Duties
As a SUPERVISORY IT SPECIALIST, you will:
Exercise broad, overall responsibility for the formulation, development, administration and execution of NARA's IT policies, programs, and projects.
Plan, direct, supervise and coordinate Information Services activities requiring an expertise and broad scope of knowledge of command and control, communications, and NARA requirements for internal and external customers.
Assign work to lower-level supervisors and/or employees, establishing overall project goals and priorities and evaluate results through formal reviews, briefings, reports, and personal observation.
As a principal IT staff adviser and consultant for NARA, establish and maintain personal contacts with senior-level management officials, equivalent stakeholders, private contractors and the public.
Provide contract performance oversight responsibility when contract work is performed within or in support of the Division/Branch and/or functions.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position may include the following:
Federal Government technology policy promulgation processes, project and contracts management and independent government cost estimate formulation and execution management;
AND
Applying IT Principles, concepts, methods, standards and practices to provide guidance, technical advice and recommendations to management on information technology policies and procedures.
In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15, you must have been at the GS-14level for 52 weeks.
