About the Position: The incumbent of this position will be the Chief of the Plan Formulation Branch. The incumbent will have responsibility for planning, organizing, coordinating, and controlling the work of the branch and its personnel. They will serve as the Continuing Authorities Program (CAP) and Floodplain Management Services (FPMS) manager.
Duties
Coordinates with stakeholders, both internal and external, to identify potential water resources problems and opportunities.
Monitor available funding to assure adequacy for work remaining on specific investigations and assure most effective utilization of available manpower and resources.
Advise staff and upper management on all plan formulation matters related to water resources projects.
Studies workload requirements to determine work which may be successfully accomplished by non-Federal sponsors as work-in-kind, brokered to other Corps Districts, or contracted to the private sector.
Prepares replies to higher headquarters, other agencies, and congressional inquiries on assigned activities.
Exercises delegated managerial authority to subordinates for a series of annual and multi-year work plans and schedules for the studies and activities within the program.
Responsible for lifecycle development and fiscal oversight of the entire district program.
Serve as the Continuing Authorities Program (CAP), Planning Assistance to States (PAS) and Floodplain Management Services (FPMS) manager.
Serves as the primary point of contact in PD for the development of new missions and Support for Others in the traditional Civil Works/Military function for the Corps of Engineers.
Requirements
- One-year Supervisory Probationary agreement may be required.
- The Duty Location of this position is Mobile, AL. Teleworking or Remote Work may be required temporarily due to construction of a new worksite.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the minimum qualification requirement listed below:
Specialized Experience for the GS-14 Supervisory Interdisciplinary position: One year of specialized experience which includes:1.) Leading multi-disciplinary teams for studies, projects and initiatives through all phases of the Civil Works projects including feasibility, design, construction and monitoring; 2. Overseeing contract development to ensure cost estimates and technical documents are submitted and performed accurately; 3. Establishing, maintaining, and enhancing project partnerships and public awareness and enabling mutually beneficial relationships to meet the needs of stakeholders; 4. Applying laws and regulations in support of recommendations that address water resources problems and needs; and 5. Mentoring team members to ensure timely delivery of quality products and services. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Some federal jobs allow you to substitute your education for the required specialized experience in order to qualify. For this job, you must meet the minimum qualification requirement using specialized experience alone--no substitution of education for specialized experience is permitted.
