About the Position: Incumbent will work under the general direction of the Planning Division Chief and Plan Formulation Branch Chief. Receives assignments in broad general terms or in the form of directives from higher authority. Incumbent acts on own initiative and judgment in carrying out assignments.
Duties
Serves as Planning Division’s Senior Planning Technical Lead (PTL) for OCONUS projects related to Water Resources in Latin America with a focus on the Panama Canal Authority (ACP)
Negotiates with representatives of host nation on various policy concerns, agreement issues, and administrative procedures.
Serves as the Planning Technical Lead with responsibility for organizing, directing, and providing planning, economic and environmental services and, policy guidance to partner nations.
Serves as leader over a team engineering/scientific, operations, planning and/or real estate positions engaged in oversight and advisory work at the GS-11 and GS-13 grade levels.
Coordinates reach-back capabilities to obtain technical assistance from the Mobile District, South Atlantic Division and or the entire USACE on planning issues that require specific expertise.
Performs administrative team leader responsibilities for a staff of planners, economists, biologist and, cultural resource specialists.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position performs OCONUS/ TDY/TCS/PCS up to 50% of duty time.
- Official U.S. government (red) passport required.
- Must be able to obtain and maintain applicable work visa.
- Requires physical ability to complete general field inspection activities under austere conditions, through extensive walking and lifting of inspection equipment.
- Work may also include frequent lifting of moderately heavy items weighing less than 50 pounds such as equipment and samples.
Qualifications
This is a temporary promotion or reassignment position not to exceed one year but may be extended up to maximum of five years. Position my befilled as a temporary promotion or temporary reassignment NTE one year by a current permanent Army employee. The temporary promotion or temporary reassignment MAY BE extended up to maximum of years, and MAY BE made permanent without further competition.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes 1.) serving as a Planner on OCONUS projects related to Water Resources Planning; and 2.) experience in conducting water supply and/or navigation studies related to Water Resources Planning. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
