About the Position: Serves as the Chief, Military Planning & Environmental Compliance Branch and focuses on administering the organization and execution of nationwide Military programs

Duties

Responsible for all supervisory duties to include, but not limited to assign and plan work to be accomplished by subordinates to include setting and adjusting short-term priorities. Exercises significant responsibilities in dealing with officials of other branches, divisions or special staff within the Mobile District and others from other districts, divisions, HQDA, HQUSACE, and other Federal agencies. Senior expert for planning, control, and direction of the Army’s and other DoD programs. Oversee the preparation of complex environmental impact statements. Responsible for development of all work plans affecting both annual and multiyear program goals. Responsible for providing staff planning, control and direction over NEPA, Environmental Studies, Environmental Compliance, Military Master Planning, SMS BUILDER SIAs, Encroachment and Community Partnership Initiative programs, and other programs.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD.
  • Incumbent must obtain and maintain the Contracting Officer’s Representative credentials within 1 years of employment.
  • This position may require TDY 25% of the time.
  • The Duty Location of this position is Mobile, AL. Teleworking or Remote Work may be required temporarily due to construction of a new worksite.
  • A one-year Supervisory Probationary period may be required.

(4) Developing work plans affecting both annual and multiyear program goals, determining goals and objectives for functional areas including NEPA, Environmental Studies, Environmental Compliance, Military Master Planning, SMS BUILDER SIAs, Encroachment and Community Partnership Initiatives, Energy Initiatives, Climate Change, and other programs (5) Providing oversite, support and counsel to employees on both work and administrative matters. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: LeadershipProgram ManagementTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
