About the Position: This position will require responsibilities that include serving as a District Planner and study expert, on Civil Works Water Resources Studies.
Duties
Serve as an interdisciplinary study manager, independently planning, directing and coordinating a number of multipurpose, comprehensive and regional/statewide water resource civil works projects.
Determine scope of projects and detailed study objectives, develop study concepts, and define approaches to completion of the various study elements.
Use ingenuity and professional judgment, conceives, formulates, designs, and analyzes possible alternative structural and non-structural solutions to alleviate problems identified.
Conduct studies which the following project functions: flood control, water supply, water quality control fish and wildlife enhancement, recreation, power and navigation.
Serve as point of contact with customers on technical and study management issues on feasibility phase studies.
Present at briefings (internal/external) and milestone meetings as necessary, to relay study status and decisions made to higher level reviewers and within the chain of command.
Review reports by other agencies to determine desired improvements and possible effects of Corps of Engineers' programs and projects, and make recommendations to the Section Chief.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service which include: 1) Leading multi-disciplinary teams through the planning process of planning formulation, 2) Conducting studies and analyzing results, 3) Planning and managing studies to completion, 4) Providing well-written technical reports and presentation materials on the studies progress, 5) Possessing and displaying strong communication, consultation, coordination skills necessary to brief division, headquarters, and external groups on study progress. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you may meet the qualification requirement using experience alone--For this job, no substitution of education for experience is permitted.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
