This position is within the U.S. Department of Agriculture (USDA), Farm Production and Conservation (FPAC) Business Center (BC), Information Solutions Division (ISD), Information Operations and Management Team, Team A. As an IT Operations Manager supporting Natural Resources Conservation Service (NRCS).
Duties
Provides comprehensive, programmatic advice and assistance in the management of personnel resources within section.
Advises Division Director and Director on issues involving the relationship of the functions supervised to assigned programs and their impact on other related programs.
Directs or makes technical determinations as to course of action to pursue and resolve issues requiring decisions at the lowest levels.
Responsible for attainment of operational plans, goals, and objectives.
Requirements

- Subject to one-year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.
For all positions, individuals must have IT-related experience demonstrating each of the four competencies listed below.
1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
Specialized Experience to qualify for the GS-14 level:To qualify for the GS-14 grade level, you must possess at least one year specialized experience equivalent to the GS-13 level or higher in the Federal service (or private sector equivalent) that has equipped you with the necessary knowledge, skills and abilities to successfully perform the duties of this position. Specialized experience is defined as:
Experience managing Operations or construction of Amazon Web Services (AWS) cloud native solutions
Experiences and driving and maturing DevSecOps Pipelines, Automation, and culture within an organization,
Experience managing a team to resolve complex information technology system problems and issues and
Providing advisory services involving information technology budget planning and execution.
