This position is part of the National Archives and Records Administration. The Office of Information Services is responsible for the overall success of the Information Technology (IT) program for National Archives and Records Administration (NARA). Information Technology is involved in every facet of NARA including program and administrative activities. Increasingly, IT is used as a method to reduce costs and improve services to NARA's customers.
Duties
As a Supervisory IT Specialist, you will:
- Plan, direct, supervise and coordinate Information Services activities requiring an expertise and broad scope of knowledge of command and control, communications, and NARA requirements for internal and external customers.
- Assign work to lower level supervisors and/or employees, establishing overall project goals and priorities and evaluates results through formal reviews, briefings, reports, and personal observation.
- Establish and maintain personal contacts with senior-level management officials, equivalent stakeholders, private contractors and the public.
- Direct, coordinate, or oversee work of subordinate supervisors, project managers, and/or leaders.
- Conduct high-level technical analyses of the functional and management aspects of programs and projects using data-related Information Security policies, directives and procedures.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience includes managing an Infrastructure development team in order to integrate goals and priorities into programs while balancing change and continuity, business process improvement, and ensuring accountability.
Examples of such experience may include but not limited to:
Providing technical advice and guidance to senior executives, management, and external subject matter experts in the areas of IT Program and Project Management;
Providing technical advice in developing, implementing, evaluating, and/or improving processes for innovation projects and IT systems, including emerging technologies;
Serving as a program manager or project manager supporting multiple organizations;
Experience with program management techniques such as requirements definition, solution planning, project coordination, and/or communications/reporting;
Experience with maintaining quality and mitigating risk;
Communicating IT related ideas, orally and in writing, to diverse audiences in order to assess needs and explain options.
In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15, you must have been at the GS-14level for 52 weeks.
