The primary purpose of this position is to serve as a first level supervisor (Branch or Division Chief) with technical and administrative supervisory responsibilities to include the oversight of subordinate staff performing work related to an assigned functional area in the Military Pay Operations Directorate. Customers are geographically dispersed and may include Major Military Commands, multi-mission military installations and in some cases DoD and other Federal agencies.

Duties

Manages, directs and executes military pay for Defense Agency customers in the geographical area of responsibility which requires the development of policies and procedures unique to each command in an environment of constantly changing priorities and missions. Conducts analysis to determine the effectiveness of operations, compliance with established policies and procedures, reliability of transactions and validity of supporting documentation. Exercises accountability and leadership oversight of audits and operational reviews performed by the Internal Control and Quality Review units to ensure correct and proper execution of DoD guidance, policies, and procedures with respect to Military Pay operations. Assists with resolving complex functional problems within the pay system and affected customers. Coordinates and participates in the development and presentation of program training. Incorporates new ideas and methodologies and applies new and innovative practices as appropriate. Monitors the organization's internal metrics and other performance measurement indicators. Reviews annual internal and external customer surveys and takes appropriate actions to improve results. Participates in formal and informal management planning, policy and decision making sessions.

  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the req. of this certification program.
  • Must be able to obtain and maintain the appropriate security clearance.
  • This is a Lead/Supervisory position.
  • A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS 0501 series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes experience in directing a program segment that performs technical and administrative work. The activities, functions, or services accomplished directly and significantly impact a wide range of agency activities, or the work of other agencies. Financial management services provided impact the ability of serviced organizations to carry out assigned mission and/or results in substantial savings and efficiencies. The organization provides services equivalent to those provided a large or complex multi-mission installation. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Plans and assigns work to be accomplished based on priorities, consideration of the difficulty and requirements of assignments, and employees' capabilities, including setting/adjusting short-term priorities and schedules for completion of work; 2. Evaluates the work of subordinates, develops performance standards, and provides advice and instruction to employees on work and administrative matters of work-related assignments; 3. Interviews candidates; recommends selections for appointment and promotions, or reassignment to such positions in the Branch or Section; 4. Hears and resolves employee complaints and takes required minor disciplinary actions, referring more serious complaints to a higher level manager; 5. Identifies training and developmental needs of employees, provides or arranges 6. Initiates awards or bonuses to provide recognition for special accomplishments and/or outstanding performance by employees; Find ways to improve production or increase the quality of the work directed; Ensures continuing, affirmative application and support of DoD and DFAS policy concerning the equal opportunity and affirmative action programs; Enforces safety and health rules, corrects unsafe or unhealthy conditions, investigates mishaps and takes other actions necessary to ensure the safety and health of employees. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
