Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties.

Duties

The primary purpose of this position is: as an Air Reserve Technician (ART) officer to serve in Air Force Reserve Command with the duties of Chief, Readiness and Resources, providing public affairs (PA) advice, technical direction, and support to the organization and/or its field offices. DUTIES: 1. Responsible for the planning and operation of all phases of personnel utilization for the Air Force Reserve Public Affairs career field. Analyzes 190+ Public Affairs positions in more than 40 field offices and the headquarters to determine experience levels, skills, training, and abilities needed for effective performance. 2. Serves as the functional area manager for the career field. Analyzes contingency/wartime requirements; coordinates with gaining MAJCOM and field units on augmentations and mobilization requests; establishes and distills Reserve Public Affairs AFFORGEN rotations. 3. Leads the directorates Inspection General Unit Effectiveness Inspection (UEI) program by coordinating, authoring, and inspecting PA activities at the headquarters and unit level. 4. Conducts public affairs functions for the organization, ensuring public affairs activities comply with legal and regulatory requirements and meet customer needs. 5. Exercises supervisory personnel management responsibilities less than 25% of the time (for positions with less than 5 full-time subordinates).

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Public Affairs, series 1035. SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience at the next lower grade (GS-11) or equivalent. Typically this work includes the knowledge of concepts, principles, and practices of a public affairs program performing a variety of public affairs functions, media operations, audio visual productions and imagery; and written and oral communication principles, methods, and techniques to conduct and coordinate public affairs activities between the installations, headquarters, and public audiences. (To be creditable, specialized perceived must meet the above quality level requirements.) KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Extensive knowledge of a full range of oral, written and visual communication concepts, principles, policies, practices, methods, applications, techniques, standards, and trends applicable to researching, planning, developing, coordinating, guiding, and evaluating broad public affairs and visual information programs; to develop new approaches to extremely difficult issues; and prioritizing requirements, strategies, and assets to perform the mission 2. In-depth knowledge of missions, roles, functions, organizational structures, relationships, and operational planning objectives of Air Force and DoD organizations; as well as knowledge of a wide range of qualitative and/or quantitative methods to evaluate public reaction to agency programs and policies. 3. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. 4. Skill in planning and independently managing short and long-term projects and to cultivate and sustain positive working relationships to project completion. 5. Skill in communicating effectively with tact and diplomacy, orally and in writing, to advocate agency positions; to recommend response to criticism of the agency's function or performance; to logically and effectively explain programs, functions, and activities and gain understanding of the organization's efforts by concerned publics. 6. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. SIGNIFICANT FACTS: 1. Incumbent must meet and maintain Air Force Reserve requirements. The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned non-ART duties, generally not to exceed 30 percent of total responsibilities. Work schedules will be so aligned to allow the individual to function fully on unit training assembly (UTA) weekends. 2. The incumbent may be required to fly in military or commercial aircraft to perform temporary duty (TDY) assignments. 3. This is a designated mobility position. Incumbent must be willing to move/transfer to another unit/location on a lateral or promotion as directed by HQ AFRC. 5. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW DoDI 3020.42, the position has been locally designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity. Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
