Primary purpose: to serve as a 1st level supervisor, providing, planning, directing, organizing, and exercising control over nonsupervisory employees. Directs all operations of the Public Affairs Office in the absence of the Chief of Public Affairs. Serves as a principal adviser to leaders of all (base)-serviced units and external leaders on all public relations matters.

Duties

Exercises 1st level technical and administrative supervisory personnel management responsibilities for 25% or more of duty time. Plans work to be accomplished by subordinate employees, sets and adjusts short and long-term priorities, and prepares schedules for completion of work. Plans, organizes, directs, and evaluates the organization's Public Affairs program. Serves as the organization's Public Affairs adviser in assigned areas of responsibility. Advises on the potential public reaction to proposed policies, plans, and actions. Directs the execution of Public Affairs programs integrating media relations, social media, community/Congressional relations, internal information, visual information, communication planning, contingency/crisis response, special event planning, security and policy review, and Public Affairs resource management elements. Represents the office with a variety of installation and local governmental, public, civic, service, industry, educational, and media organizations. Establishes, develops, and maintains effective working relationships with Installation commanders and directors; intergovernmental and nongovernmental leaders; local/state/federal elected and appointed officials; news media, think tank, and entertainment Industry representatives; business, professional, and academic leaders; civic leaders; and the general public.

Qualifications

This is a TERM position NTE 30 April 2027 This position is obligated to an employee on an overseas assignment with entitlements to return to this position. If selected, a signed agreement will be required, acknowledging the potential displacement, under reduction-in-force procedures, if alternative placement cannot be made. Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband (NH-02), equivalent to the next to lower grade (GS-11), or equivalent in other pay systems. Examples of specialized experience must include expert knowledge of the concepts, principles, policies, and practices of a Public Affairs program; using rules, procedures, and practices within the Public Affairs discipline with the ability to apply this expertise to develop new approaches, methods, or procedures in regards to media relations, community engagement, command information and senior leader support; Possess analytical skills to include: gathering, evaluating, and interpreting complex data in all areas of the Public Affairs discipline; and drawing appropriate conclusions from conflicting data including determining what kinds of information are needed and ways of collecting data. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of communication concepts, principles, policies, practices, methods, applications, techniques, standards and trends applicable to researching, planning, developing, coordinating, leading and evaluating broad Public Affairs and visual information programs and requirements, strategies and assets to perform the mission. 2. Knowledge of safety and security regulations, practices and procedures. 3. Ability to plan, organize and direct the functions, mentor, motivate and appraise the staff of an organization. 4. Ability to communicate both orally and in writing. 5. Knowledge of the methods, concepts and techniques to develop, research, analyze and evaluate written materials and visual information products to effectively prepare communication products on matters of importance while representing a wide variety of organizations and viewpoints. 6. Ability to perform in at a high operations tempo and manage multiple projects with competing priorities with minimal supervision. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
