Primary purpose: to serve as a Public Affairs Specialist in a Wing level Public Affairs office. Provides public affairs (PA) advice, technical direction, and support to the organization and/or its supported units. Provides policy and program guidance to subordinate units and administers the activities within a portion of the PA program for the organization.

Duties

As a senior program/policy manager, conducts public affairs functions for the organization, ensuring public affairs activities comply with legal and regulatory requirements and meet customer needs. Responds to information requests on assigned programs from the news media, specialized groups, and/or general public; local, state, and federal elected officials; special interest groups, community, and civic organizations. Leads the most varied and complex projects, performing special assignments and initiatives with responsibility for researching, planning, executing, and/or evaluating complex public affairs operations, programs, and policies which affect a variety of functional areas. Establishes, develops, and maintains effective working relationships with AF officials; intergovernmental and nongovernmental officials; elected and appointed officials; news media, think tank, and entertainment industry representatives; business, professional, and academia leaders; civic leaders; and the general public. Advises on the potential public reaction to proposed policies, plans, and actions; and plans, organizes, and evaluates communication strategies, goals and objectives, programs, products, and materials.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband (NH-02), equivalent to the next to lower grade (GS-11), or equivalent in other pay systems. Examples of specialized experience must include expert knowledge of the concepts, principles, policies, and practices of a Public Affairs program; using rules, procedures, and practices within the Public Affairs discipline with the ability to apply this expertise to develop new approaches, methods, or procedures in regards to media relations, community engagement, command information and senior leader support; Possess analytical skills to include: gathering, evaluating, and interpreting complex data in all areas of the Public Affairs discipline; and drawing appropriate conclusions from conflicting data including determining what kinds of information are needed and ways of collecting data. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of a wide range of oral, written, and visual communication concepts, principles, policies, practices, methods, applications, techniques, standards, and trends; analytical methods; interpersonal relations practices applicable to researching, planning, developing, coordinating, and evaluating new information materials for information programs. Extensive knowledge of the missions, roles, functions, organizational structures, relationships, and operational planning objectives of Air Force and DoD organizations. Skill in gathering, evaluating, and interpreting data sufficient to arrive at valid, supportable conclusions and to offer meaningful recommendations. Skill in planning and independently managing short- and long-term projects and to cultivate and sustain positive working relationships to project completion. Ability to communicate effectively with tact and diplomacy to advocate agency positions; to logically and effectively explain programs, functions, and activities and gain understanding of the organization's efforts. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
