This position is located in the Bureau of Diplomatic Security, International Program Directorate, Office of Overseas Protective Operations, Facility Protection Division (DS/IP/OPO/FPD). You will serve as a Senior Program Analyst providing expert analysis of programs and participate in the development/implementation of goals and objectives for FPD.
Duties
Plans and directs comprehensive assessments of current policies, standards, practices, and procedures and recommends updating and/or revising as needed to effect improvements and to respond to changing program requirements.
Oversees the implementation of new initiatives to improve the effectiveness and efficiency of protection program planning and execution for posts.
Monitors new and pending legislation, regulations, policies, and other external guidance to determine its intent and impact on local guard, bodyguard and surveillance detection programs specific to missions worldwide.
Provides authoritative guidance/advice to principals and stakeholders with regard to Division programs, policies, and plans. Advises/assists the Division Chief in developing/monitoring performance requirements.
Oversees the administration of a number of large, multi-year, high dollar contracts to provide protective security services for United States Government (USG) facilities and officials for posts worldwide.
Requirements

- Must be able to obtain and maintain a Top Secret security clearance.

Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience applying program analysis concepts, methods, and practices to conduct comprehensive analyses of programs and resources.
Experience applying a wide range of analytical methods to assess and evaluate program effectiveness and compliance.
Experience preparing and presenting complex data using a variety of methods to influence the decision-making process.
There is no substitute of education for specialized experience for the GS-14 position.
