This position is located in the Office of the Chief Financial Officer and embedded in Countermeasures Directorate, Bureau of Diplomatic Security. You will serve as the point of program continuity and principal resource advisor to the Deputy Assistant Secretary for Countermeasures. You are responsible for the overall programmatic support and the management of resources for both domestic and overseas organizations for Countermeasures Directorate.
Duties
Provides guidance to managers to ensure that resources are utilized in a manner that reinforces the efficient and effective accomplishment of the Directorate’s mission. Oversees the allocation and utilization of resources throughout the Directorate.
Manages and coordinates processes related to the overall management and program analysis for all elements to include strategic planning for new initiatives and resource alignment. Responsible for reinforcing implementing strategic initiatives.
Establishes overall goals and objectives for the staff consisting of Budget and Management Analysts and monitors progress toward those goals. Provides advice and counsel as needed on both to employees on both work and administrative matters.
Liaises with all facets of senior management and makes recommendations concerning restructuring, realignments, objectives, plans, and schedules to meet any substantial changes in legislation, program authority and/or financial or personnel resources.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
- Experience providing leadership in developing and overseeing financial processes, acquisition and operations management. - Experience providing recommendations to supervisors and upper management on strategic goals and objectives, including assessing short and long range requirements and appropriate solutions.
- Experience interpreting regulations and providing technical guidance on issues related to allocation of resources ensuring program success.
There is no substitute of education for specialized experience for the GS-15 position.
