This position is in the Bureau of Administration, Global Operations, Strategy and Policy Directorate, Office of Policy Planning and Analysis (A/GO/SP/PPA). The Office Director reports to the Managing Director for Strategy and Planning. This position advises and supports all three A/GO Directorates, and serves as a consultancy for the coordination, implementation, oversight and evaluation of business analysis, policy, program planning, professional development, and customer experience. 

Duties

As the Office Director, the incumbent has authority to carry out the full range of 1st level supervisory functions. Responsibilities include planning and assigning work to be accomplished and setting priorities for subordinates. Develops and coordinates implementation of A/GO strategic planning, as well as leads an in-house consultancy to advance strong program management across A/GO in accordance with the Office of Management and Budget (OMB) guidance. Evaluates the performance of Division Staff; plans work to be accomplished and sets priorities for Division; sets performance standards; evaluates performance and counsels employees; gives advice, counsel and/or instruction to employees. Resolves personnel problems, both individual and group grievances, referring more serious problems to higher management. Implements disciplinary measures and actions as warranted and refers more serious situations to higher-level management. Coordinates A/GO standards, metrics, and training programs for A/GO U.S. Direct Hires, LE Staff and domestic A/GO professionals. Oversees the annual report, metrics, and measurements used to document and prioritize A/GO’s business objectives and operational needs. Identifies opportunities for enhancing business processes through Agile practices and training interventions.

Qualifications

Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience supporting offices/bureaus in an advisory capacity to improve program management and customer experience, while managing and coordinating processes related to overall management and strategic planning. Experience planning, directing, and analyzing an organization's support programs or related functions in accordance with broad program objectives in order to develop process improvements. Experience managing annual reports, metrics, and measurements used to document and prioritize business objectives and operational needs. Experience planning and assigning work to be accomplished, setting priorities for subordinates and tailoring assignments based on the nature and complexity of work, working conditions and employee training needs. There is no substitute of education for specialized experience for the GS-15 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others. Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances. Ability to adjust to change, work pressures, or difficult situations without undue stress. Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through." Applicants must meet all the required qualification requirements described below by the closing date of this announcement.  NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
