This position is located in the Department of State (DOS), Bureau of Administration, Office of Logistics Management (A/LM). The Office of Logistics Management is responsible for the delivery of transportation, travel management, supply chain distribution, claims, diplomatic pouch and mail, overseas fleet management, and personal property management services globally to 264 overseas missions and over 100,000 interagency customers.
Duties
Oversees the allocation and utilization of resources throughout A/LM. Provides guidance to managers to ensure that resources, including funds, staff, facilities, and contractor services, are utilized in a manner that reinforces A/LM’s mission.
Reinforces the A Bureau mission and implements strategic initiatives at all levels through the development and maintenance of A/LM infrastructure using established principles and policies.
Oversees the satisfactory accomplishment of all major office tasks and responsibilities , including monitoring the accuracy, completeness, and timeliness of accomplishment of long-term goals and objectives for multiyear funds and programs.
Liaises with all facets of A and DOS senior management and makes recommendations concerning restructuring, realignments, plans, and schedules to meet any changes in legislation, program authority, and/or financial or personnel resources.
Requirements
- Incumbent will be subject to random drug testing.
- U.S. Citizenship is required.
- One year probationary period, unless excepted by regulation.
- New supervisors must successfully complete a 1 year probationary period.
- Must be able to obtain and maintain a Top Secret security clearance.
- This is a supervisory position.
- Verification of employment eligibility in the United States is required.
Qualifications
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience managing fiscal or budget programs and staff to improve operational effectiveness.
Experience implementing or developing administrative program and management policies to streamline work processes.
Experience integrating budget services and human capital plans for various organizations.
Experience monitoring human resource operations and performance management processes across organizations or divisions.
Experience overseeing budget analyses to implement changes for organizational efficiency.
There is no substitute of education for specialized experience for the GS-15 position.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
Ability to assign, review, and supervise the work of others.
Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances.
Ability to adjust to change, work pressures, or difficult situations without undue stress.
Willingness to consider new ideas or divergent points of view; and
Capacity to "see the job through."
