This position is located in the Bureau of Administration, Deputy Assistant Secretary for Acquisition, Office of Enterprise Management and Solutions, Enterprise Operations Division (A/OPE/EMS/EO).
Duties
The incumbent will be dual hatted as Chief of the Enterprise Operations Division and senior analyst, advisor and authoritative consultant on a wide range of mission critical administrative management programs and activities.
Responsibilities include critical analysis of widespread A/OPE acquisition and procurement functions; provision of strategic advice and counsel; forecasting and trends analysis of working capital fund revenue and expenditures.
Represent the Bureau/Office on Departmental and/or government-wide projects.
Provide in-depth review and oversight of organizational structures, delegations of authority, performance management, management control systems, and other administrative management operations.
Functions as a consultant to the Enterprise Management and Solutions Office Director and a key player on the A/OPE management team, providing expertise, support and guidance in developing and implementing long-term strategic goals and objectives.
Conducts analysis and evaluation of change management activities for the global acquisition program and transformation management to ensure all business and mission critical needs for meeting strategic and management performance goals are achieved.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience planning, oversight, consulting, and advising services related to projects and programs.
Experience reviewing, interpreting, and applying federal legislation, regulations, and directives.
Experience planning, directing, and executing programs and activities.
There is no substitute of education for specialized experience for the GS-15 position.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:

Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
Ability to adjust to change, work pressures, or difficult situations without undue stress;
