The following are the duties of this position at the full working level.
Provides the information needed to plan program operations and evaluates the effectiveness of the operations. Analyzes new or revised procedural guidelines pertaining to operations and coordinates to ensure that work assignments are compatible. Determines program needs and formulates solutions to problem situations and creates plans or courses of action to obtain the appropriate business results. Initiates System Change Requests.
Conducts independent evaluative analysis of all aspects of the Automated Underreporter Program including policies, program objectives, operations, and resource use. Conducts studies of the automated system relative to the entire program. In terms of scope, these studies relate to: terminal utilization, adequacy of written procedures; implementation and need for supplemental procedures established by Headquarters, systems output, reports development, corrective actions, to improve overall efficiency of the operation. Analyzes reports generated by the AUR system.
Devises and implements internal controls which are flexible for managing the allocated fund status. Devises systems to gather, analyze, and present data needed for financial and program information. This includes the monitoring of resources, development of the work schedule, use of PAWS (Program for Automating Work Plans Systems), monitoring WP&C time utilization, updating the Work Scheduling Tool, and creation of action plans. Prescribes and or recommends resource allocations within the operation to deliver work plans.
Influences business decisions by scientifically analyzing business measures, business results and work plan assessments. Analysis will be performed through the use of business tools, WP&C and operational trends.
Ensures completion of Full-Time Equivalents (FTEs) for management activities in both current plan execution and subsequent plan development.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE GS-11: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Examples of specialized experience for this position may include: Experience interpreting tax laws and issuances, Internal Revenue Code and Manual, procedures and regulations to recommend changes to guidelines/procedures, develop job aids and tax law training materials; experience performing a review and analysis of all phases of the Automated Underreporter Program (AUR), including AUR spreadsheets (e.g., Microsoft Excel) to create, revise, formulate, and filter specific data; experience with the AUR inventory control process and assisting managers and Leads with inventory management, batch management including assigning and releasing work; experience communicating orally and in writing with others including AUR headquarters staff regarding the AUR work process; experience assisting AUR Lead Tax Examiners and Management to accurately answers questions from employees and management, and helps resolve cases and issues; experience training employees on a variety of AUR processes, procedures and unique issues; experience using IDRS and master file processing, adjustment procedures and account transaction codes sufficient to reconstruct prior actions on accounts; experience in organizational procedures, functional programs, operations, and processes in order to identify and resolve problems; experience in analytical and evaluative methods and techniques including statistical process control measures to extract pertinent data; experience with interviewing techniques needed to determine the nature of assistance.

PH.D. or equivalent doctoral degree that demonstrated the necessary knowledge, skills and abilities to do the work.
OR
Three (3) full academic years of progressively higher-level graduate education leading to a doctoral degree in a related field of study that demonstrated the necessary knowledge, skills and abilities to do the work.
OR
LL.M., if related.
OR
A combination of qualifying graduate education and experience equivalent to that amount required.
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
