About the Position: This position falls under the Defense Health Agency, Atlantic Network at the Army Health Center McDonald, serving as lead analyst and primary point of contact for decision support and business planning, resolving complex health care administration issues and managing organizational change process for clinical management under the Deputy Director, under the Chief of Clinical Operations Division.

Duties
Oversee approximately seven medical departments, supervising approximately 14 clinical administrative personnel.
Perform comprehensive administrative support to clinical departments with emphasis on patient administration, referral management and clinical practice management.
Work with department chiefs to prepare and guide planning for department strategic and business plans by monitoring and evaluating the effectiveness of both.
Monitor and review department operations to enhance efficient utilization of resources and establish and implement administrative functions for supported clinical departments.
Provide oversight for department operating budgets and business plans.
Manage the clinic budget and develop requirements based on the Commander’s priority, to increase access, delivery and coordination of health care.
Conduct trend analyses to provide early warning on financial problem areas, to compile, interpret and communicate financial information to various audiences.
Working knowledge of current electronic health record, such as MHS Genesis, and training requirements for clinical personnel to participate in information system needs analysis for supported departments.
Assist department staff in resolving issues and implementing solutions to various problems through automation and data processing.
Monitor and evaluate condition of facilities in clinical departments to make recommendations for improvement, repairs, renovations, reconditioning or replacement of same.
Keep abreast of current health care management practices and assist clinical departments in preparation for surveys and inspections.
Directly supervise Medical Support Assistant staff, developing performance standards, recommend on-the-job training, career development, and professional enrichment.

Specialized Experience: One year of specialized experience which includes: 1). Providing administrative or clinical management support in a health care environment, such as analyzing daily operations through end of day reporting actions to close out encounters, limit past due arrivals, and identify appointment availability for providers within clinics. 2). Analyzing health care information to evaluate and/or recommend improvements for the effectiveness or efficiency of health care services and issues with positive outcomes. 3). Providing administrative or technical oversight as a lead, supervisor, or project manager which includes using systems, such as DoD Performance Management and Appraisal Program (DPMAP) and timekeeping systems such as Automated Time Attendance and Production System (ATAAPS) as timekeeper or certifying official. AND 4). Providing excellent customer service to internal and external stakeholders offering management advice on matters pertaining to resolution, options, or warm hand off to additional services and coordinating personnel matters in a medical treatment facility.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
