The primary purpose of this position is to serve as Deputy Director of the Surgeon General Directorate at Joint Task Force Civil Support, sharing with the director the full scope of responsibilities for directing the activities of the directorate and, in the director's absence, possesses the same authority and prerogatives.

Duties

Serve as the "alter ego" for the Director of Surgeon General Directorate at JTF-CS, planning, organizing, and managing the activities of the directorate. Exercises supervisory personnel management responsibilities. Represents the Surgeon General Directorate with a variety of command and functional area plans and operations. Responsible for supporting exercise development.

Qualifications

CONDITIONS OF EMPLOYMENT CONTINUED Callback, overtime, shift work unusual tours of duty may be required on short notice to include nights, holidays, and weekends. Incumbent is required to stand Alert positions to include Interagency Planning Cell, Crisis Action Team and Joint Operations Center on a recurring basis. When assigned to an alert position, the incumbent will ensure they can be contacted immediately (24 hours a day/7 days a week), respond to Everbridge messages within 30 minutes of receiving the message, and physically report to JTF-CS with 3 or 5 hours of alert initiation. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security and public safety. Therefore, the incumbent is required to: (a) refrain from the use of illegal drugs, and (b) if requested, submit to urinalysis testing. Incumbent may be selected for random drug testing and may be subject to reasonable suspicion testing and safety mishap or accident testing. This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment. This position is Non-Combat Essential (NCE) IAW Section 1580 of title 10, USC, and DOES NOT provide civilian support to combat operations. Duties of this position are to provide support for expeditionary requirements and could be deployed to support emergency operations, humanitarian missions, disaster relief or other expeditionary missions in the continental United States or overseas, that are NOT considered "combat" locations. Employee must meet the medical and suitability requirements of the positions as outlined in OF-178 and sign the DD Form 2365 as a condition of employment. Physical/Medical examination is required as a condition of employment for pre-employment and as required, during employment. Incumbent must successfully pass examination and be able to continually perform the physical requirements of the duties. The theater commander may specify theater unique medical/physical TDY criteria for supportive operations outside of the immediate area affected by disaster. The incumbent must immediately report to his supervisor any significant changes in health status and/or medication requirements. Be able to don Nuclear, Biological and Chemical (NBC) protective clothing, including a protective mask, unassisted, in the requisite amount of time to ensure the employee's safety, and remain in this posture until conditions are declared safe for removal of protective clothing. Grooming standards must be compatible with all required protective equipment. During a crisis, the incumbent must continue to perform the CBRN duties until relieved by proper authority. Continental US deployments and TDYs may expose incumbent to hazardous conditions and potentially life-threatening conditions. Training may be required to prepare the incumbent for extended TDY under field conditions. Special dietary or religious requirements may not be accommodated during TDY or training exercises. Incumbent may be required to work in or near an area that has experienced a WMD incident, and as such be exposed to biological, radiological, and or chemical hazards. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Health System Administration Series 0671 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. My experience was attained in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Additionally, my experience involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to medical consequence management capabilities as they pertain to local, state, and federal emergency response plans. 2. Knowledge of the mission, roles, functions, organizational structures, and operation of DoD and DCRF organizations to provide command level staff guidance and/or medical consequence management guidance. Knowledge of joint military organizational structure and health service support tactics, techniques, and procedures. 3. Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors. 4. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. 5. Ability to gather, analyze, organize work, and present data and supporting analyses. 6. Knowledge of the entire spectrum of Health Service Support to include Medical Administration; Public Health; Force Health Protection; Medical Logistics; Medical Surveillance; Patient Movement and Tracking; Chemical, Biological, Radiological and Nuclear agent and their affects; and consequence management medical planning. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
