The primary purpose of this position is to advise the commander on Health Service Support operations to include Medical Logistics, Patient Movement, and unit mission capabilities.

Duties

Serves as the Joint Task Force Civil Support Medical Logistics subject matter expert, advising the command (CAPT, USN) on the acquisition, receipt, storage, preservation, issue and distribution of medical supplies and equipment. Provides a broad range of medical operational and organizational guidance regarding DOD and DCRF specific medical capabilities and requirements to civilian medical and public health personnel assisting in the national effort during consequence management operations and response to a CBRN incident or terrorist use of Weapons of Mass Destruction (WMD) in the United States or its possessions and territories. Serves as the Joint Task Force Civil Support subject matter expert for Patient Movement, advising the Command Surgeon (CAPT, USN) on tactical to strategic capabilities and procedures. Advises the JTF-CS Command Surgeon, with regard to USNORTHCOM, US ARNORTH/JFLCC, AFNORTH, FORSCOM, and MEDCOM initiatives that affect Defense CBRN Response Force Medical capabilities. Participates in CBRN Response Enterprise (CRE) operations and is expected to deploy hazardous locations.

  • When assigned to an Alpha position, the incumbent will ensure they can be contacted immediately (24 hours a day/7 days a week), respond to Everbridge messages within 30 minutes of receiving the message

Qualifications

Continued from Conditions of Employment: Other training may be required to prepare the incumbent for extended TDY under field conditions. Special dietary or religious requirements may not be accommodated during TOY or training exercises. Deployments may expose incumbent to hazardous conditions and potentially life-threatening conditions. Incumbent may be required to work in or near an area that has experienced a WMD incident, and as such be exposed to associated biological, radiological, and or chemical hazards. Be able to don Nuclear, Biological and Chemical (NBC) protective clothing, including a protective mask, unassisted, in the requisite amount of time to ensure the employee's safety, and remain in this posture until conditions are declared safe for removal of protective clothing. Grooming standards must be compatible with all required protective equipment. Consistent with these requirements, the employee must maintain an adequate level of physical fitness. During a crisis, the incumbent must continue to perform the CBRN duties until relieved by proper authority. TDY may be required, both nationally and internationally. Travel may include work in a "field" environment. The duties of this position require travel by means considered most advantageous to the government (military or commercial aircraft). Must obtain a passport as a condition of employment. The work may require the employee to drive a motor vehicle. A valid driver's license is required for the position. This position is Non-Combat Essential (NCE) IAW Section 1580 of title 10, USC, and DOES NOT provide civilian support to combat operations. Duties of this position are to provide support for expeditionary requirements and could be deployed to support emergency operations, humanitarian missions, disaster relief or other expeditionary missions in the continental United States or overseas, that are NOT considered "combat" locations. Employee must meet the medical and suitability requirements of the positions as outlined in OF-178 and sign the DD Form 2365 as a condition of employment. In the performance of assigned duties, employee uses tact, diplomacy, and professionalism to promote effective working relationships with a variety of offices and agencies. IAW DoDI 3020-42 the position has been locally or command designated as Mission Essential (ME) performing a Mission Critical Function (MCF), which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions IAW, DoDI 3020-42, Defense Continuity Programs. This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment. The employee must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve while assigned to this position. YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, and Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of qualitative and quantitative techniques for planning the effectiveness, efficiency, and productivity of medical consequence management capabilities. Qualitative techniques include review of higher level publications, assessment of their effect on the JTF-CS mission and submission of resolution comments that address JTF-CS equities. Quantitative techniques include assessment of: casualty numbers and type, class VIII consumption rates, patient throughput, and medical Measure of Performance/Effectiveness. Ability to gather, analyze, organize work, and present data and supporting analyses. Knowledge of federal and national response plans and state and local emergency response planning process. Knowledge of Medical Logistics; Medical Surveillance; Patient Movement and Tracking; and Chemical, Biological, Radiological and Nuclear agent and their affects. Knowledge of joint military organizational structures and health service support tactics, techniques, and procedures. Skill in written communications. Skill in oral communications. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
