You will serve as a PROGRAM ANALYST in the Program Integration Section (SP223) of STRATEGIC SYSTEMS PROGRAMS.

Duties

You will coordinate and oversee all contracting activities to include contract mod planning, contract mod execution, contract surveillance. You will provide guidance to other SP22 personnel with respect to contract execution, contract planning, acquisition documentation, as an expert in each of these areas. You will conduct comprehensive analysis of contract performance information to provide the Program Manager with insight into the cost, schedule, and funding performance of the various business lines based on total program resources. You will perform independent assessment of cost and schedule variances and Contractor Latest Revised Estimate (LRE) at completion and prepare independent projections of the Estimate at Completion (EAC). You will prepare a cost and schedule trend analysis monthly for performance analysis and quarterly for submission to the Assistant Secretary of the Navy (Research, Development, and Acquisition). You will review and assess the usefulness of other program progress measures on assigned areas, assist in the development of new measures and performance management systems, and evaluate their data and effectiveness. You will liaise with the technical branch managers, IPTs, and contractor representatives to ensure that proposals and contracts reflect cost/schedule performance requirements and to obtain additional information needed to complete monthly analyses. You will participate in the evaluation of proposals, with focus generally on contractors past performance. You will influence top-level program/project management officials to accept recommendations that ensure efficiency, economy, and balance in the development and execution of operating programs.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-3 (GS-13 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: utilizing regulations, contracting policy and procedures, and budgetary/financial management systems to perform Contracting Officer Representative (COR) requirements (e.g. contract execution, contract planning, and/or acquisition documentation for complex contracts); leading contract execution teams by formulating solutions, communicating with stakeholders, and implementing recommendations to fully address complex contract issues.
