Incumbent is a supervisory position with direct reports and who reports directly to the Chief, Social Work Service. Incumbent must be a highly energetic, kind and friendly team player and be able to build and maintain trusting relationships with staff at all levels. Must be able to effective and efficiently communicate with staff all all levels.
Duties
Incumbent administratively assists the Service Chief, four Associate Chiefs, two Program managers and six Social Work Supervisors (equivalent to the GS-12 and GS-13 grade), that serve both Medical Centers and all associated 6 outpatient clinics within North Florida/South Georgia Veterans Healthcare System (NF/SGVHS). Incumbent also serves as direct supervisor for subordinate administrative employees within the Social Work Service. Travel using personal vehicle or government car to all sites of care to perform job duties is required 25% of time. Travel may be for long distances up to 3.5 hours.
Duties include but are not limited to :
Supports Social Work Service (SWS) and has responsibility for the following, which includes extreme attention to detail and accurately performing work
All HR Actions from start to finish, to include tracking position management on Excel documents and various electronic databases, maintaining updated organizational chart/position listing, ensure completion of all service employees competency folders and performance plans, develops and submits timely Resource Management Committee requests and tracks to decision
Serves as SWS ADPAC and PIV Sponsor, to include appropriate entries of ePas requests
Managing SWS Budget, to include monitoring and entering into multiple data systems, special purpose funding, special projects that may include contract needs, and ensuring budget spending decisions conform with policy, procedure, federal regulations and law
Ensures SWS follows scheduling guidelines in accordance to policy for all programs and supports Service managers with consultation, clinic profile development/management, appropriate LEAF requests, and ensures limited missed opportunities for direct patient care, addresses bookability for SWS, works closely with Group Practice Managers regarding scheduling practices/needs for SWS
Develops and manages workload reports for employee workload/productivity utilizing available databases/develops electronic databases as appropriate, ensures all progress notes are signed timely and encounters closed properly, identifies and initiates related performance improvement projects, ensures consults are closed appropriately
Serves as Record Liaison Officer for SWS, develops and manages effective electronic filing system for SWS
Ensures all expected administrative task are completed on time, to include closing of PATS-R, Action Items, timecards
Supports managers with completion of timely travel requests and entry post travel
Participates in workgroups at the service, facility, VISN and national level as appropriate
Manages SWS space, maintains accurately lists of assigned space through entire NFSG system, requests space as needed, ensures appropriate management of keys/key inventory for service
Ensures SWS is always survey read through timely completion of administrative service requirements for Joint Commission, Long Term Care Survey, OIG, OMI and others as appropriate
Performs other appropriate duties as assigned
Work Schedule: 7:30am-4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/26/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience with VA handbooks/policy/organization structure and operating procedures including VA Central Office (VACO), VISN, and local processes.
Experience with accrediting bodies such as TJC and OIG.
Extensive knowledge on quality measures to ensure the service is maintaining compliance with all accreditation bodies.
Experience analyzing data from multiple sources and put the information into a workable format for end users to be able to apply data to the mission of the organization.
Knowledge of how to manipulate large reservoirs of data and have the knowledge on how to extract needed data to ensure compliance with quality measures.
Experience navigating multiple software packages to ensure data can be accessed via VISTA, ASIST, VSSC, and Microsoft office software.

To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level education (in excess of the first two years or 36 semester hours) and specialized experience to meet total experience requirements. Physical Requirements: The work is primarily sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking, standing, bending, carrying of light items, such as papers, books, and files. No special physical demands are required to perform the work. However, due to the multiple locations of the Social Work Service work being performed, a significant amount of walking, standing, bending, carrying of light items such as papers, books, small parts, or equipment may be required at times. The position may be required to travel between sites for job duties up to 25 percent of the work week. Travel is required either using government vehicle or personally owned vehicle. Travel may be for long periods of time up to 3 hours each way.
