The position is located in the Veterans Health Administration (VHA) Office of Finance's 104 Payment Operations. VHA's Office of Finance serves in a mission critical role as the principal financial advisor to the Under Secretary for Health (USH). The incumbent provides direct line administrative support to the Regional Officer, Area Managers, and Payment Operations Supervisor.

Major Duties:
Develops management improvement programs or revised policy and procedure requirements for more effective application of various administrative management systems, such as reports management, information management, etc.
Directs and participates in administrative research, management analyses and development of complex, and often highly technical reports pertaining to program development.
Conceives and implements new Initiatives or mandated items to strengthen current programs or develop new programs.
Serves as an assigned and resource member of management working committees established to resolve specific problems, develop policy, or implement programs.
Represents Payment Operations leadership at committee meetings and serves on local and national task forces which require the incumbent's expertise.
Studies, coordinates program, assesses management practices and advises leadership in managerial policy and procedure.
Develops detailed plans, goals, and objectives for program planning, policy development and general program administration.
Knowledge should include the development of position descriptions, performance standards, administrative actions, performance improvement plans.
Develop work improvement plans and recommends personnel actions as necessary.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/22/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: .
Formulates recommendations to include specifics plans to address/correct deficiencies and/or to Increase positive accomplishments of administrative practices.
Provides guidance to directorate/department leadership in reviewing their current programs, policies, and practices and assists with the use of managerial, analytic, and reporting techniques to develop a final analysis.
Takes appropriate action to correct deficiencies when noted by reassigning work, providing training, requiring additional staffing and/or overtime, and related actions.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. There is occasional walking, standing, bending, carrying of office items such as files and lifting packages.
