Incumbent serves as an Administrative Officer to the Associate Director of Patient Care Services (ADPCS), which includes Sterile Processing Service and Nursing Service, at North Florida South Georgia Veterans Hospital (NF/SGVHS). This is one of the largest and most complex health systems within the VHA and is a complexity level 1A healthcare system. They treat over 135,000 veterans each year, provides over 1.3 million outpatient visits and has an operating budget of nearly one billion dollars.

Duties

The incumbent of this position serves as an Administrative Officer to the Associate Director of Patient Care Services (ADPCS), which includes Sterile Processing Service and Nursing Service, at North Florida South Georgia Veterans Hospital (NF/SGVHS). Duties include but are not limited to: Develop, analyze, and manage the actual or potential effectiveness of the procedures, work methods, manpower, utilization, and distribution of work assignments. Reviews resource requests from the Nursing Services and recommends fully justifiable actions to the Executive Resource Board (ERB). This typically involves requests for new resources (FTEE, space, and equipment), changes in position management or organizational alignment, requests for recruitment and retention incentive. Developing and maintaining quality management and process improvement programs which provide the services and technical counsel necessary to meet procedural, legal, and accreditation requirements relating to the care and treatment of patients and the ongoing day to day operations for all staff. Supervises and oversees daily operations of staff in which includes timekeeping, determining future staffing levels, work priorities, disciplinary and grievances activities, recruitment actions, staff performance evaluations and the identification of training needs and certification requirements. Responsible for oversight of Equipment Inventory List (EIL) ensuring planning, procurement and tracking activities are performed in conjunction with the Logistics Service. Collaborates with Chief Nurses, Associate Director of Patient Care Services (ADPCS), and other Leadership across the Veterans Health Administration system to implement programs and processes that support the mission of organization. Investigates, develops facts, conclusions, and recommendations in matters, oversees the implementation of change, and follows up to ensure desired actions are accomplished. Conducts focused reviews, Root Cause Analysis and Healthcare Failure Mode and Effect Analysis, and Office of Inspector General corrective action plans. Conducts special studies and analyses or requests additional input from Nursing Leadership, usually dealing with productivity and efficiency. Gathers and compiles data using various data collection techniques; clearly documents sources and validates the accuracy of data/information to resolve inconsistencies; analyzes and investigates up-to-date information from various sources and in various formats. Formulates and directs development of major policy changes for Patient Care Services, including the preparation of Service Memoranda when necessary. Participates in the development of short and long-range plans for future growth and development of the service. Preparation the ADPCS's Executive Office's annual budget request. Work Schedule: 8 hour shifts, Monday - Friday. Negotiable start and end times between 6:00am and 6:00pm. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/12/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Supervises and oversees daily operations of staff in which includes timekeeping, determining future staffing levels, work priorities, disciplinary and grievances activities, recruitment actions, staff performance evaluations and the identification of training needs and certification requirements. OR, Substitution of Education for Experience (TRANSCRIPTS REQUIRED): Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, OR 3 full years of progressively higher level graduate education leading to such a degree, OR LL.M., if related. OR, Combination of Education and Experience (TRANSCRIPTS REQUIRED): Applicants may also combine education and experience to qualify at this level. You must have an combination of successfully completed graduate level education and specialized experience directly related to the work of the Administrative Officer.
