This position serves as the Administrative Officer for the Registered Nurse Clinical Review and Appeals teams, located in the VHA Office of Finance. The office has an overarching responsibility for VHA budget development and allocation; monitors the execution of funds to networks; guides and oversees financial management and accounting operations; maintains the managerial cost accounting system for VA. Duties

Major Duties include: As the Clinical and Appeals AO for VHA Office of Finance, Payment Operations the incumbent has major and significantly diverse responsibilities. The incumbent provides direct line administrative support to the Chief Nurse Executive, Regional Clinical Managers and Appeals Management and other Payment Operations Supervisors. The incumbent develops management improvement programs or revised policy and procedure requirements for more effective application of various administrative management systems, such as reports management, information management, etc. The incumbent formulates recommendations to include specifics plans to address/correct deficiencies and/or to Increase positive accomplishments of administrative practices. The incumbent advises the Payment Operations Chief Nurse Executive on the overall development and execution of planning and program development. He/She provides detailed analysis and information as needed. The incumbent performs administrative duties such as event scheduling, special projects, program development, and preparation of written responses. The incumbent works with management to develop long and short-range plans for program development. The incumbent analyzes program proposals to ensure the best use of resources. The incumbent provides guidance to directorate/department leadership in reviewing their current programs, policies, and practices and assists with the use of managerial, analytic, and reporting techniques to develop a final analysis. Serves as an active member and or resource for key advisory board and committees such as assigned. Serves as a Chairperson of Committees as assigned and resource member of management working committees established to resolve specific problems, develop policy or implement programs. The incumbent will be responsible for the direct supervision of Regional ASA/s and Regional ADPAC/s within Payment Operations. The administrative support team is responsible for timekeeping, calendar management, correspondence management, and other support needed by the departments. The incumbent coordinates that support among the administrative support team and ensures adequate support is given to each department within the directorate. The incumbent provides technical and analytical expertise to management regarding the need for alterations or revision to current policies and procedures of the directorate. Assists insetting priorities and reaching defined objectives in relation to resource planning. The incumbent uses skills to research and analyze problems, issues or program requirements as directed. The Incumbent often works on projects that are confidential in nature. Provides expert analysis and advice on complex issues. The incumbent often works on projects that cross organization lines. The incumbent studies, coordinates program, assesses management practices and advises leadership in managerial policy and procedure, The incumbent independently reviews programs and areas and make recommendations as necessary. The incumbent independently identifies sources to locate information needed to analyze given issues. The incumbent makes authoritative recommendations based on findings. The incumbent completes other duties as assigned. Work Schedule: Monday - Friday, 6am - 6pm (TBD with Supervisor) Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position is authorized for telework. Telework eligibility will be discussed during the interview process. Virtual: May be authorized by supervisory discretion for highly qualified applicants. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/24/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include: 1) Takes appropriate action to correct deficiencies when noted by reassigning work, providing training, requiring additional staffing and/or overtime, and related actions. 2) Directs and participates in administrative research, management analyses and development of complex, and often highly technical reports pertaining to program development. 3) Develop work improvement plans and recommends personnel actions as necessary. 4) Conceives and implements new Initiatives or mandated items to strengthen current programs or develop new programs. 5) Formulates recommendations to include specifics plans to address/correct deficiencies and/or to Increase positive accomplishments of administrative practices. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. There is occasional walking, standing, bending, carrying of office items such as files and lifting packages. No special physical demands are required to perform the work.
