The Administrative Officer reports directly to and works in close connection with the Associate Chief of Staff for Mental Health. The Officer serves as Administrator for the Mental Health Service Line performing supervisory duties over assigned staff, and as a technical specialist/advisor performing a variety of healthcare studies and analysis to improve productivity, efficiency, patient satisfaction, and access to care.
Duties
Completes reports pertaining to work operations to Leadership/Management.
Performs established personnel administrative duties.
Assembles data into usable information.
Serves as the subject matter expert in studies of health care management within area of coverage..
Advises leadership on the evaluation and management of health care delivery within facility.
Completes the analysis of healthcare management based upon financial and management factors.
Recommends modifications to data systems based upon recognized shortfalls.
Develops data systems that monitor overall performance of the Mental Health Service Line.
Recommends modifications to data systems based upon recognized shortfalls.
Conducts costs analysis for Mental health Service Line programs.
Coordinates Quality Management program for Mental Health Service Line.
Updates clinic profiles to ensure compliance with all directives.
Briefs Associate Chief of Staff for Mental health Service Line on all relevant findings from completed analyses.
Utilizes various databases and computer programs to generate understandable reports.
Redesigns business processes by leveraging resources in order to maximize effort and quality of work.
Carries out Disciplinary Actions such as counseling and warnings and recommends further action for more severe situations.
Work Schedule: MONDAY-FRIDAY, 8:00AM to 4:30PM
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/10/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Participates in the overall administrative and operational managementdecision making, policy development and resource utilization;
Provides direct support to the Chief; Serves as liaison/facilitator to other services, committees & work groups outside the service;
Supervises administrative staff & administrative functions within the service;
Implements specific & general management relations;
Oversees preparation of monthly & quarterly reports;
Provides leadership and program coordination in the development, implementation, evaluation, interpretation, revision and necessary corrective action for all applicable administrative policies, functions, activities, operations and programs for the service.

Physical Requirements: Primary sedentary; Walking, standing, bending, carrying of light items such as papers, books, small parts or equipment may be required at times.
