You will serve as a SUPERVISORY MANAGEMENT AND PROGRAM ANALYST in the Total Force Manpower Department (N1) of NVRECRUITNGCMD.

Duties

You will serve as the Onboarding and Outgoing Coordinator for new hire in-processing and outgoing employees processing. You will coordinate with hiring managers and HR Specialists at all levels to expedite the processing of civilian recruitments and other personnel actions. You will assist the primary Command civilian awards program coordinator with award programs by providing procedural guidance to managers and supervisors by outlining program guidelines. You will assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. You will be responsible for assisting with the overall coordination and management of special programs and projects as assigned.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Providing guidance to management and employees on administrative functions associated with civilian personnel, time and attendance, record management, office management, and similar support functions; 2) Compiling civilian personnel reports, evaluating and presenting information briefs, and producing administrative correspondence to support informed decision-making and effective communication within an organization; 3) Applying independent judgement using established regulations and policies to determine award recommendations meet applicable criteria; 4) Manage new employee orientation and off-boarding processes for departing personnel, ensuring the preparation and processing of all required documentation; 5) Preparing and providing written policies, processes, reminders and/or deadlines for leadership to communicate/distribute to the workforce; and 6) Utilizing various personnel systems in support of administrative and related management support operations and activities. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related
