You will serve as a Financial Management Analyst in the Financial Management of NAVAL FACILITIES ENG SYSTEMS COMMAND PAC.
Duties
You will implement legal and regulatory controls over approved budgets.
You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization’s programs and activities.
You will utilize systems such as Standard Accounting, Budgeting, and Reporting System (SABRS) and the Command Financial Management System - Consolidated (CFMS-C).
You will perform a variety of fiscal, accounting, and financial management duties with Fiduciary responsibility.
Requirements

- Must be determined suitable for federal employment.

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- This is a bargaining unit position.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
GS-11
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Identifying, analyzing and resolving a range of budgetary problems such as development of alternative methods of funding.
2) Formulating budget estimates for programs.
3) Interpreting and applying budgetary policies, precedents, procedures, and regulations.
4) Utilizing automated systems to analyze and reconcile financial data and reports for accuracy.
GS-09
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Assisting others with analyzing and evaluating changes in program plans and funding and/or budgetary relationships.
2) Interpreting budgetary policies, precedents, procedures, and regulations.
3) Assisting in the formulation of budget estimates.
4) Utilizing automated systems to analyze, compile, and summarize financial data.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-11
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of three full years of progressively higher level graduate education leading to a master's degree
OR

Possession of an LL.M. that is related to this position being filled.
