You will serve as a Financial Management Analyst in the Chief of Staff and Executive Director, Fleet Comptroller of OPERATIONAL SUPPORT FACILITY.
Duties
You will perform or advise on work using job-relevant information systems and/or software applications such as word processing, spreadsheets, automated research tools, database applications, and the Internet.
You will utilize integrated federal financial management systems and sub-systems to extract data, identify and resolve system problems, and maintain data integrity.
You will identify and analyze problems; weigh relevance and accuracy of information; seek/generate and evaluate alternative perspectives/solutions; makes timely/effective recommendations, based on potential implications of findings or conclusions.
You will develop format and content to provide leadership with various listings, cost performance reports and data relative to budget formulation and execution, ensuring financial integrity and supporting management decisions.
You will convey written information in a clear, concise, organized, and convincing manner for the intended audience, using correct English grammar, punctuation, and spelling.
You will express thoughts persuasively and uses effective modes to reinforce message retention.
You will demonstrate the ability to clearly and effectively articulate, present, and promote varied ideas and issues (to include sensitive or controversial topics) before a wide range of audiences.
You will make clear and convincing oral presentations, listen effectively and clarify information as needed.
You will anticipate and meet the needs of both internal and external customers.
You will remain committed to continuous improvement and deliver high-quality products and services.

- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: interpreting or analyzing financial transactions; developing, determining or interpreting budgetary policies and practices, providing advice and solutions on program execution, utilizing federal financial management systems to ensure financial integrity of mission programs, and compliance with Department of Navy (DoN) policy and internal controls.
