You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the Fleet Comptroller Division of COMMANDER US PACIFIC FLEET.

Duties

You will manage an aligned, engaged and high-performing team through leading by example. You will serve as senior liaison for consolidating and analyzing accounting and financial management reports and data calls to ensure data integrity for headquarters and all subordinate commands. You will lead a staff of analysts charged with providing accurate and timely reporting and reconciliations in order to ensure data integrity. You will monitor and manage funds available from current and prior fiscal years to avoid violations related to availability and use of funds. You will develop, maintain and analyze Budget Submitting Office (BSO) financial data via metrics in a dashboard in order to view issues and lead the charge to identify root causes in order to increase data integrity on a consistent basis.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-13) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing expertise and leadership of the principles, practices, laws, reporting, and regulations of budgeting and/or financial management with proficiency using systems such as Standard Accounting, Budgeting and Reporting System (SABRS) and Command Financial Management System (CFMS), in order to sustain operations and resolve critical problems to satisfy organization goals and objectives.
