You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the COMPTROLLER DIVISION of COMMANDER NAVY REGION HAWAII.

Duties

You will oversee the implementation of financial management programs (e.g., cost planning, program budgeting). You will conduct analytical studies, trend analyses, or other financial data research to verify accuracy of data and reports. You will advise senior leaders on the allocation of financial resources for an organization. You will assign and reassign financial administration personnel to meet changing workloads and projects. You will collaborate with other financial staff to ensure practices are consistent with policy, practices, laws, and regulations. You will advise senior leaders on financial strategies.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
• This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Reviewing accounting reports to ensure funds are allocated, recorded and expended properly in the correct fiscal year; 2) Serving as senior liaison for budget, accounting or financial management policy and procedures within the organization; 3) Coordinating the development and reporting of cost/performance information; 4) Preparing and delivering notices, timetables, status reports and/or evidence of monitoring compliance with external directives.
