You will serve as a Management Analyst in the Capital Planning and Information Technology (IT) Program Management Branch of BUREAU OF NAVAL PERSONNEL.
Duties
You will coordinate communication between IT vendors and the organization to facilitate time and policy compliant product delivery.
You will monitor contractor performance to ensure compliance with contract terms and alignment with Federal Acquisition Regulations (FAR) and Defense Federal Acquisitions (DFARS).
You will prepare detailed monthly contract status reports for leadership, including cost projections and expenditure tracking.
You will provide technical and contract analysis advice to leadership for renegotiating existing IT contracts.
You will develop and maintain contract and operational plans to support effective program implementation and adherence to high level guidelines.
You will collaborate with stakeholders to capture, analyze, and disseminate knowledge that improves decision-making and operational efficiency.
You will manage labor and travel funds, ensuring adherence to budget plans and strategic objectives.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete CLC 222 or COR 222 - Contracting Officer's Representative (COR) training within 6 months of appointment, and every three years thereafter.
- You will be required to complete CLC 106 - Contracting Officer's Representative (COR) with a Mission Focus, CLM 003 - Overview of Acquisition Ethics, and DoD Combat Trafficking in Persons On-Line within prescribed timelines.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Monitoring contractor performance to ensure compliance with contract terms and applying techniques to determine effectiveness, efficiency, and productivity of assigned contracts and programs; 2) Coordinating communication between IT vendors and the organization to facilitate timely and policy compliant product delivery; 3) Preparing detailed monthly contract status reports for leadership, including cost projections and expenditure tracking; 4) Developing and maintaining contract and operational plans to support effective program implementation and adherence to high level guidelines.
