You will serve as the Cyber Security Subject Matter Expert and Deputy Information System Security Manager (ISSM) for the Naval Aviation Training Systems and Ranges Program Office (PMA-205) of NAWCTSD ORLANDO. Duties

You will provide technical oversight of the PMA-205 Navy Training systems cyber security program, ensuring facility compliance with DoD and DON cybersecurity policy. You will evaluate security architectures and designs and provide input as to the adequacy of security design and architectures proposed or provided in response to requirements contained in acquisition documents. You will provide cybersecurity input to statements of work and performance specification documents for acquisition projects. You will be responsible for communicating complex cybersecurity issues, concepts, and risks to Program Office and Program Executive Office (PEO) leadership. You will participate in review of plans, design and acquisition documentation, and other requirements involving new technologies and/or updated hardware, communications networks, and software.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • MSP/PPP applicants must currently hold the required security clearance.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This is a Cyberspace Workforce position, work role code 722, proficiency level Advanced, the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.

Qualifications

Your resume must demonstrate at least one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Ensuring cybersecurity requirements are fully integrated into all phases of the acquisition, upgrade, or modification programs, including initial design, development, testing, fielding, and operation/sustainment. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Providing customers with information/analytical support/guidance on CS requirements for proposed IT acquisitions from earliest stages of development, through the acquisition milestone process and follow-on support. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Communicating with journeymen personnel to help mentor and provide guidance in the areas of Cyber Security and Assessment & Authorization. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Conducting cybersecurity annual reviews as required to ensure compliance with the assessment and authorization of program deployed, Cybersecurity vulnerability management tools such as Assured Compliance Assessment Solution (ACAS), Security Content Automation Protocol (SCAP), and Security Technical Implementation Guides (STIG)., In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-12/13) or pay band (DS-05) in the federal service or equivalent experience in the private or public sector. Specialized experience includes duties related to the following: 1) Providing leadership to Cybersecurity personnel within the Integrated Product Team (IPT); 2) Planning and formulating concepts, policy, techniques and procedures, instructions, certifications, standards, and criteria appropriate to the effective implementation and management of the Cybersecurity program; 3) Ensuring Cybersecurity requirements are fully integrated into all phases of the acquisition, upgrade, or modification programs, including initial design, development, testing, fielding, and operation/sustainment; 4) Providing customers with information/analytical support/guidance on Cybersecurity requirements; and/or 5) Planning and conducting Cybersecurity continuous monitoring and analysis employing DoD approved tools.
