You will serve as a SUPERVISORY IT SPECIALIST (INFOSEC)(NETWORK) in the IT INFRASTRUCTURE & OPERATIONS BR of NAWCTSD ORLANDO.

Duties

You will plan and direct the technical competency process activities of the branch, establishing plans, procedures and controls to ensure effective accomplishment of assigned tasks/programs. You will provide technical oversight and policy/process guidance to NAWCTSD team members formally designated to support information technology efforts within their respective supported team. You will provide tasking and technical direction for the efforts of contractor personnel, and facilitates integration of contractor and civil service work efforts and products. You will provides expert consultation to support the continuing operations of key network systems for the Command and supported programs. You will provide workforce estimates to acquisition programs, labs, external customers or the Command seeking network engineering or IT support.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • MSP/PPP applicants must currently hold the required security clearance.
  • This is a Cyberspace Workforce position, work role code 411, proficiency level advanced the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.

Qualifications

You resume must demonstrate one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Ensures that users and system support personnel under their purview have the necessary resources to be successful in supporting the Information Technology requirements of their assigned lab(s), program(s) or Command. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Working with DoD networking partners, such as DISA, to enable base communication operations. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Providing tasking and technical direction/oversight for the efforts of a large team of technical and functional specialists with specific focus on embedded Information Technology professionals assigned to RDT&E environments and acquisition programs. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Providing expert consultation to support the continuing operations of key network systems for the Command and supported programs, and applies expert knowledge of these systems' designs and interfaces to troubleshoot and find both near-term and long-term solutions. In addition to experience demonstrating the four competencies above, your resume must also demonstrate one year of specialized experience equivalent to the next lower grade level (GS-13/14) or pay band (NM-04) in the federal service or equivalent experience in the private or public sector. Specialized experience includes duties related to the following: 1) Directing the technical activities of branch employees in regard to the overall policy, planning, and implementation of information technology, digital and/or cybersecurity programs, policies, plans, and technologies; 2) Implementing Department of the Navy Cybersecurity policies; 3) Recruiting and selecting technical professionals; 4) Leading and tracking employee training and development; 5) Administration and management of IT and communications infrastructure, including network architecture, design, operation, and maintenance.
