You will serve as a PRODUCTION PROJECT SPECIALIST in the Naval Foundry & Propeller Center (1400), Business Operations (1410) of NORFOLK NAVAL SHIPYARD.
Duties
You will coordinate development of project activities, schedules and finance documentation for assigned projects.
You will support all phases of Navy propulsor manufacturing industry acquisitions including pre-award activities, program support and contract surveillance.
You will perform technical duties required for on-site construction, renovation and repair projects.
You will develop production practices associated with foundry, propeller, and propulsor manufacturing.
You will provide technical expertise concerning various aspects of shipbuilding operations and developments.
Requirements

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying a comprehensive range of principles, concepts and practices concerning shipyard work operations, control system requirements, trade and shop practices; Experience analyzing, evaluating and adjusting project resources involving production practices associated with foundry, propeller and propulsor manufacturing; Experience investigating and analyzing industrial planning and engineering practices and problems to initiate effective improvements and solutions; Experience in leadership, government procurement/contracting, and budget development; Experiencing developing project schedules and activities in support of project requirement; Experience participating and conducting presentations; Experience negotiating contracts and communicating effectively to ensure all stakeholders are in agreeance during multiple phases of the program.

Experience applying a comprehensive range of principles, concepts and practices concerning shipyard work operations, control system requirements, trade and shop practices; Experience analyzing, evaluating and adjusting project resources involving production practices associated with foundry, propeller and propulsor manufacturing; Experience investigating and analyzing industrial planning and engineering practices and problems to initiate effective improvements and solutions; Experience in leadership, government procurement/contracting, and budget development; Experience in resource management and strategic planning; Experience communicating effectively to ensure all stakeholders are in agreeance during multiple phases of the program.

Education
GS-11:
Successful completion of Ph.D. or equivalent doctoral degree
or
Successful completion of 3 full years of progressively higher-level graduate education leading to such a degree
or
Possession of LL.M., if related
or
A combination of experience and graduate education as described above that equates to one year of experience
GS-09:
Successful completion of a master's or equivalent graduate degree
OR
Successful completion of 2 full years of progressively higher-level graduate education leading to such a degree

Possession of LL.B. or J.D., if related
