You will serve as a PROJECT MANAGER (COLUMBIA) in the COLUMBIA Class Propulsor Program within the Business Office Division, Code 1410 of the Naval Foundry and Propeller Center, a detachment of NORFOLK NAVAL SHIPYARD located in Philadelphia PA.

Duties

You will serve as the Subject Matter Expert (SME) and ensures the proper planning, coordinating and overseeing the planning and execution of the Navy’s COLUMBIA Class submarine propulsor manufacturing project. You will be responsible from the beginning of the project, through implementation, completion and certification. You will function as the Team Lead based on the analysis of the work to be performed including the delivery, cost, amount of progress and effective use of facilities, the varied trades accomplishing the work and management of the Project. You will identify, distribute and balance workload and tasks among employees in accordance with established work flow, skill level and/or occupational specialization. You will identify potential areas of production difficulties, cost overruns, and need for future funding requirements. You will prepare reports and coordinate the preparation, presentation and communication of COLUMBIA Class propulsor planning and production status to the supervisory and other stakeholders as needed. You will determine long and short range needs for resources including personnel, equipment and facilities. You will monitor project reviews, readjusting funds, schedules, scopes of work for assigned projects. You will lead quantitative and qualitative analyses of schedule, cost and quality performance to determine effectiveness of the program’s ability to meet the established goals and objectives.

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience utilizing project management principles, methods and techniques required to develop, schedule, coordinate and manage projects. Experience addressing problems such as scheduling conflicts, the lack of sufficient materials or funding, labor shortages, or skilled trade imbalances Experience and knowledge of the casting and machining processes used to manufacture propulsors. Experience budgeting long term projects delivery, cost, amount of progress, effective use of facilities, the varied trades that are required to accomplish the work and management of the Project. Experience using effective oral and written communication skills to prepare and present briefs summarizing results, metrics, and conclusions to all levels of an organization.
