You will serve as the Acquisition Manager in the Machinery Research, Logistics & Ship Integrity Department (30) Naval Surface Warfare Center, Philadelphia Division (NSWC PHILA DIV).
Duties
You will be responsible for providing Program/Project Management, serve as an expert acquisition advisor, and serve as a leader in execution of Department acquisition efforts.
You will develop acquisition strategies for the procurement of supply/services.
You will serve as the Acquisition Program Manager working on complex contract matters related to Acquisition, focusing on Hull, Mechanical, and Electrical (HM and E) emphasis on cost and schedule planning for system engineering programs.
You will develop, present and manage complex contracting and programmatic issues to senior management, including plans to resolve issue and mitigate associated risk.
You will manage, plan, coordinate, and review acquisition packages.
You will make decisions to solve complex problems involved in implementing the acquisition program. Incumbent shall identify issues/problems to be studied or analyze because the work involves extremely difficult issues which are largely undefined.
You will perform investigations or programmatic assessments for the department in matters relating to engineering contracts, capabilities, resources, and processes.
You will provide technical expertise in proposal evaluations and manage the Technical Evaluation Process for the procurement supply/services.
You will author/deliver briefs or special studies in respond to emergent requests for information relating to acquisition.
You will organize teams as required for gathering of data and development of alternative solutions to difficult and complex acquisitions.
You will provide contract guidance to department management and personnel and serve as the focal point for external information requests or data calls.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Developing and implementing acquisition and contracting management strategies and providing guidance and recommendations for improvement to supporting processes and policies.
