Duties
As an Equal Opportunity Specialist, you will:
Serve as program evaluator and technical advisor for the Department of the Treasury. The Equal Opportunity Specialist monitors, reviews, and evaluates equal opportunity compliance for the Department of the Treasury bureaus, identifies operational problems, recommends corrective actions to the appropriate level of management (e.g., national level managers), and provides technical assistance as needed. Facilitate communication between the program offices and the Office of Civil Rights and Equal Employment Opportunity (OCRE) staff, including the External Civil Rights Program Manager and the OCRE Director in a variety of areas such as coordinating, targeting, and scheduling compliance activities, improving equal opportunity operations, and resolving issues raised by Members of Congress, organizations affected by the compliance program, or others from outside the compliance organization.
Conduct comprehensive field technical visits to offices and program recipients. Focus on issues such as quality of pre-award and post-award compliance reviews, investigations, and compliance measures in general. Reviews systemic factors related to program effectiveness such as compliance practices, workflow, work organization, management, personnel, quality controls and availability of necessary resources, and recommend corrective action as needed.
Identify and propose resolution of program equal opportunity and compliance problems (programmatic, technical or procedural, including those stemming from contacts, tensions or conflicts with external organizations or interest groups) and coordinate with the program offices to assure uniformity of procedures and interpretations in resolving issues related to the administration of the equal opportunity program.
Qualifications
You must meet the following requirements by the closing date of this announcement.
SPECIALIZED EXPERIENCE: Specialized Experience: You must have 1 year of Specialized Experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:
Experience applying civil rights and equal opportunity regulations such as Title VI of the Civil Rights of 1964, the Fair Housing Act (also known as Title VIII of the Civil Rights Act of 1968), Section 504 of the 1973 Rehabilitation Act, Title II of the Americans with Disabilities Act, the Age Discrimination Act or other civil rights laws and regulations; AND
Experience advising management concerning major aspects of civil rights inquiries/investigations in which you interpreted, explained and applied knowledge of external civil rights and Equal Opportunity laws, regulations, and administrative decisions to negotiate and resolve unprecedented problems; AND
Experience utilizing fact finding, analytical, problem solving, investigative, and interviewing methods and techniques; AND
Experience organizing and presenting facts, findings, conclusions, and recommendations in a logical manner.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
