This position serves as the Division Chief for NCR’s Office of Civil Rights Equal Employment Opportunity (EEO) Program. NCR enforces laws and regulations which prohibit discrimination on the basis of race, color, national origin, sex, disability, age, genetic information, sexual orientation, and reprisal in employment and the provision of services. The Division Chief serves as principal staff advisor to the NCR Director on activities related EEO laws, regulations and Special Emphasis Programs.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications.
To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:
Extensive experience as a subject matter expert working in civil rights EEO program operations, planning, conducting, and completing program support projects affecting equity and administrative management of NHTSA internal program areas and programs administered by the Department of Transportation.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Comprehensive knowledge of civil rights laws and extensive knowledge of their application to EEO program operations; and skill in interpreting EEO laws, regulations, guidelines, court decisions, and policies to prepare briefings, recommend solutions to resolve complaints of discrimination.
Skill in providing technical assistance to managers, supervisors and employees on agency equal opportunity programs and practices; applying knowledge of Federal civil rights laws, regulations, management directives, and executive orders in conducting analyses of agency employment practices.
Skill in writing clearly to present complex and controversial issues to a broad audience.
Skill in cultivating a relational work culture that embraces equity, transparency, accountability, and collaboration.
