This position is located in the Office of Administration, under the Executive Office, United States Trustees Program (USTP). The USTP is a component of the DOJ. The USTP is a nation-wide program responsible for overseeing the administration of bankruptcy cases and private trustees. USTP has broad administrative, regulator, and litigation/enforcement authorities whose mission is to promote the integrity and efficiency of the bankruptcy system for the benefit of debtors, creditors, and the public.

The incumbent serves as a Senior Equal Employment Opportunity Advisor. In this role, the incumbent serves as the supervisor to staff, including one or more Equal Employment Opportunity Specialists, and assists them in preparing legal advice and in handling other responsibilities. The incumbent interacts with the labor/employment legal community regarding trends and developments in labor/employment law and keeps abreast of current writings in the field.
Duties of this Supervisory Equal Opportunity Specialist, GS-0360-15, include but are not limited to:
Provide legal advice and guidance on the most difficult employment issues faced by the United States Trustee Program (USTP), many of which involve novel circumstances or conflicting precedents.
Interact with a broad cross-section of Department officials, including senior officials, and the General Counsel's offices in the EOUST and JMD.
Manage, implement, refine, and maintain a component-level employee management relations and equal employment opportunity (EEO) program within the context of applicable laws, regulations, and Department policies.
Responsible to administer (and revise, as necessary) the USTP's directives on subjects such as the administrative grievance procedure, employee-management relations, alternative dispute resolution, and disciplinary adverse actions.
Analyze employee relations policy issues for the USTP and prepare comments and/or briefing materials on proposed regulations and/or legislation pertaining to these subjects.
Identify employee developmental needs and provide or arrange for training (formal and on-the-job) to maintain and improve job performance.
Demonstrate sensitivity to ideas of subordinates.
Promote an environment in which employees are empowered to participate in and contribute to effective mission accomplishment.
Conduct extensive legal research involving complex legal questions and develops options that are presented (often without revision) to the highest levels of the EOUST.
Review statutory provisions, federal court decisions, and administrative agency rulings to determine the applicability to the Department.
Requirements
- You must be a United States Citizen or National.
- You will be required to complete a pre-employment security investigation and background check which includes a drug screening.
- You may be required to complete a one-year probationary or two-year trial period.

Qualifications
To qualify for the position of Supervisory Equal Opportunity Specialist at (GS-0360-15), you possess the required specialized experience specific to this series and grade you're applying to.
If you are a current or former government employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level, to meet the time-in-grade requirements for this occupational series and grade. Additionally, please ensure to submit an applicable SF50 (please refer to the "required documents" section for additional information).
To Qualify for this Supervisory Equal Opportunity Specialist, GS-0360-15 position:
Your resume must demonstrate one year of specialized experience equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector advising on organizational personnel practices to ensure adherence to Equal Employment Opportunity and Employee Management Relations program laws, rules, and regulations.
