This position is located in United States Department of Agriculture, Office of the Assistant Secretary for Civil Rights (OASCR), Office of the Director, Center for Civil Rights Enforcement, Program Complaints Division. This position will serve as the principal advisor to the Executive Director for the Center for Civil Rights Enforcement on all matters relating to civil rights and equal opportunity programs complaint investigations and their delivery throughout the USDA.

Duties

Serves as a Chief of the Programs Complaint Investigations Branch to provide overall direction, leadership and management for the National Equal Opportunity Program Complaints Process administered by the Office. Directs and provides leadership in program investigations development and implementation of Departmental decisions regarding policy and procedural matters as it relates to processing complaints of discrimination in programs. Serves as a senior expert on interpretation of guidelines, regulations, and laws concerned with civil rights in general, and with program discrimination complaint processing investigations. Applies comprehensive technical and managerial background in long-range and annual work planning, establishment of work programs, and review and evaluation of activities. Interprets regulations, and directives provide the framework within which major decisions are made Oversees and supervises the Program Investigations Complaint Branch staff to ensure timeliness of program complaint investigations process, investigation process and other activities (such as redesign of the Program Complaints Management System). Carries out personnel management such as planning and providing appropriate training and developmental activities, providing advice, counsel, or instruction on both work and administrative matters. Overseas assigning high-level, significant cases for processing based on priorities, consideration of the difficulty and requirements of assignments and employee capabilities

Requirements

  • Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, and specialized experience, as defined below Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. Specialized experience: Your application or resume must clearly show that you possess the specialized experience requirements. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. For the GS-15 level: Applicants must have one year of specialized experience equivalent to the GS-14 level, or its non-Federal equivalent that included experience 1) directing, implementing, and evaluating civil rights and equal opportunity programs 2) evaluating systems that measure organizational performance in meeting civil rights laws and regulations 3) providing guidance and technical advice to program managers on Equal Employment Opportunity policies and procedures and 4) supervising a staff of Equal Opportunity Specialists. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
