Duties
Advisor to the Process Owner regarding enterprise-wide technical/quality (TQ) functional process performance issues.
Plans, organizes, and directs reviews; assigns segments of the review to various functional process organizations; and coordinates the efforts of the functional analysts/experts throughout the agency.
Coordinates findings, provides agency expertise in the development of supplemental guidance for enterprise-wide implementation, and evaluates its impact/effectiveness on TQ functional processes.
Reviews and interprets new or changing policies and procedures, determines their impact on existing/envisioned TQ functions, develops and/or challenges concepts, and provides justification when dealing with precedent setting or problem situations
Analyzes, develops, and evaluates complex functional system requirements for the TQ process area. Identifies the required system changes resulting from new processes, procedures, or policy requirements in the TQ process area.

Qualifications
To qualify for a Technical and Quality Analyst GS-0301-14 your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in, or related to, the position to be filled. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Expert knowledge of a wide range of regulations, principles, practices, policies, laws, precedents and guidelines governing the TQ process. Mastery of quality assurance (QA) concepts, operating principles and methodology applicable to major agency QA programs and mission areas.
Knowledge of EBS applications related to the TQ process including system functionality and business capabilities combined with an understanding of the critical path of both system and manual activities, to recommend changes in how the process is executed, including system changes or other process improvements.
Ensures processes follow applicable laws/policies/regulations, well documented and regularly maintained (e.g., process system memorandum, functional system specifications, enterprise Instructions, Standard Operating Procedures, and process-related training).
Reviews, designs, and develops IT capability requirements. Works with stakeholders to ensure proper system design, interfaces, and compatibility in meeting functional requirements.
Demonstrates extensive knowledge of the Federal Cataloging Processes as it relates to the Material Master for NSN creation to include associated information listed on the Total Item Record.
