Duties
Serving as a Branch Chief (Enviornmental and Safety Branch) GS-0301-14 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the Mission and Readiness Support Directorate (MRSD), Facilities Management Division (FMD), Enviornmental and Safety Branch (ESB) located in Glynco, Georgia.
The primary purpose of this position serves as the Branch Chief responsible for managing Environmental and Safety programs, which requires direct planning and oversight of programs at the FLETC facilities in Glynco, Georgia; and indirect environmental and safety support of FLETC facilities in Artesia, New Mexico; Charleston, South Carolina; and Cheltenham, Maryland.
Typical duties include:
Serves as the primary environmental and safety manager for FLETC.
Developing, assigning, and reviewing work based on individual expertise and skills of employees.
Planning and preparing budget plans for environmental and safety funds each year, tracking expenditures and adjusting budget plans to fit changing needs.
Oversees the Branch's provision of technical consultative services to the Facilities Management Branch staff concerning new construction, renovations, alterations, hazardous waste reductions, wetlands, etc.

- This position is emergency essential and required to sustain FLETC’s operations in the event of a localized situation, such as inclement weather, interruptions to power, or dismissal or closure of DHS operations or services.
- This position participates in FLETC’s Continuity of Operations Program. Responsible for ensuring little or no disruption to FLETC’s Mission Essential or Primary Mission Essential Functions in the event of an emergency.
- Required to complete an OGE 450, Confidential Financial Disclosure Report, within 30 days of starting your federal employment and annually thereafter as long as you occupy a position that requires financial disclosure reporting.
- Must be able to obtain and maintain Hazardous Materials Handling Certification within 12 months of employment. (DOT 49 CFR - Nos. 1 and 2 are annual requirements for manifest signature authority and hazardous waste handling).
- Must be able to obtain and maintain Hazardous Waste Operations Emergency Response (HAZWOPER) Certification within 12 months of employment. (Annual training for spill response emergencies).

Specialized Experience:
You qualify for the GS-14 grade level if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal government, performing duties such as: Responsible for planning and oversight of a large scale, complex environmental and safety/occupational health programs, to include managerial functions that establish and manage environmental and safety programs, various industrial operations; motorized; driver training; firearms; motor vehicle maintenance and repair facilities; hazardous materials storage and management, including explosives; large-scale construction; printing operations; warehousing; various laboratories.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.

Work Environment: Work is performed mostly in an office setting. There are regular and recurring occasions, however, where the position is exposed to moderate discomforts and unpleasantness such as high temperatures, high noise levels, wet conditions, flying insects, biting bugs, toxic and hazardous waste, chemicals and fumes, and heavy lifting. Some activities may require the use of protective equipment that is hot, bulky, and uncomfortable. Travel to work sites is required and requires a valid driver's license.
Physical Demands: Work is mostly sedentary, however, there can occasionally be considerable walking, bending, and/or climbing while working in the field or performing inspections. The work requires some heavy lifting, average agility, and manual dexterity.
